Job Summary

The Manager, Facilities Critical Infrastructure - O&M is responsible for leading multiple facilities-focused teams that support Dominion Energy’s mission‑critical infrastructure across a multi-state territory. This includes operational oversight of the Facilities Critical Infrastructure team, the O&M Facilities Management team, a dedicated Fuel Infrastructure team, and a Facilities Project Management team.

 

This role manages all activities related to the maintenance, operations, construction, and improvement of a diverse facility portfolio, including electric transmission and distribution substations, microwave towers, Point‑of‑Presence (POP) sites, solar generation and BESS sites, district/field offices, material storage warehouses, propane distribution infrastructure, and bulk fuel distribution infrastructure.

 

The position provides strategic direction for both short‑term operations and long‑range capital planning. Responsibilities include multi‑year budgeting, capital improvement strategy, regulatory compliance, fuel logistics oversight, emergency response, and the development of standards for construction, maintenance, and operational excellence.

 

The manager partners closely with business unit leadership, field operations teams, engineers, environmental personnel, and supply chain stakeholders to ensure facilities remain safe, compliant, and fully aligned with operational needs. The role provides employee leadership, including staffing, performance management, training, coaching, and professional development. Other duties as assigned.

 

This role will be located in Richmond, VA. 

Required Knowledge, Skills, Abilities & Experience

10+ years of directly related experience in facilities maintenance, construction, building operations, critical infrastructure environments, or utility industry.

 

Construction & Maintenance:

  • Strong knowledge of building construction fundamentals and engineering principles in civil, electrical, mechanical, and structural disciplines
  • Ability to evaluate and troubleshoot building systems including mechanical, electrical, plumbing, fire protection, building envelope, and communications infrastructure
  • Experience managing fuel systems, propane distribution, AST inspections, and environmental compliance programs
  • Knowledge of applicable codes, standards, and regulations (OSHA, EPA, NFPA, IFC, NEC, state environmental programs, etc.

 

Financial/Project Management:

  • Ability to manage multiple simultaneous projects across a large geographic region
  • Experience developing, executing, and tracking capital and O&M budgets
  • Skill in identifying cost‑saving opportunities and driving efficiencies
  • Strong vendor management, contract negotiation, and supplier diversity experience
  • Knowledge of SAP Plant Maintenance, finance modules, and associated budget management tools

 

Customer Service:

  • Excellent communication skills with the ability to interface effectively with executives, field teams, engineers, and external partners
  • Ability to assess business unit needs and ensure facilities infrastructure supports operational objectives
  • Strong analytical, decision‑making, and problem‑solving skills
  • Ability to support corporate security initiatives and ensure safety and compliance in daily operations

 

Team Leadership:

  • Proven ability to lead, motivate, and develop diverse teams across multiple locations
  • Experience managing field technicians, fuel operations personnel, project managers, contractors, and engineering support staff
  • Strong capability in workforce planning, employee development, coaching, and performance management
  • Ability to drive culture, safety, accountability, and continuous improvement

Education Requirements

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:

Bachelor

Preferred Discipline(s): Construction Engineering Technology, Construction Management, Project Management, Engineering, Business Administration, or related discipline

Other disciplines may be substituted for the preferred discipline(s) listed above.
 

Licenses, Certifications, or Quals Description

Preferred:

  • Certified Com Building Inspector
  • Certified Com Electrical Inspector
  • Certified Com Plumbing Inspector

    Other preferred: Certifications in Facilities Management and/or technical certifications in HVAC, Electrical, Plumbing, Building, etc.
