Job Summary

Millstone Power Station is seeking an experienced Licensing Engineer at the mid or senior level.  The position will be filled at the level commensurate with the successful candidate's education, experience, knowledge, skills, and abilities.


This position provides support, direction, and advice on regulatory requirements, and strategic guidance on emerging regulatory issues to station staff, as well as coordinating station efforts related to NRC inspection activities and regulatory submittals for the Millstone Power Station.  The successful candidate must be able to work independently yet work with other stakeholders to develop Millstone and Nuclear Business Unit consensus positions on complex interdepartmental licensing, compliance, and enforcement issues.  The individual must possess solid written communication skills as the position requires development and support of legal docketed correspondence and regulatory submittals.  Excellent oral communication skills are required as the position requires direct interaction with all levels of the organization and direct communications with various members of the Nuclear Regulatory Commission (NRC), including onsite inspectors.

 

Job Responsibilities:
•    Provide station departments Subject Matter Expertise on regulatory requirements, including Operability, reportability, commitment management, and Tech Spec interpretation
•    Coordinate day-to-day station response to NRC Resident Inspector questions and issues
•    Coordinate station readiness for NRC team inspections
•    Develop strategies to respond to potential enforcement actions
•    Develop licensing strategies and submittals in support of modifications, Tech Spec changes, and license amendments
•    Other assignments or responsibilities as assigned

Required Knowledge, Skills, Abilities & Experience

 

Minimum Qualifications
•    Applicants for the Engineer II position must have a bachelor’s degree in Engineering from an ABET accredited program plus 3-6 years of engineering experience.
•    Applicants for the Nuclear Engineer III position must have a bachelor’s degree in Engineering from an ABET accredited program plus 7 years of engineering experience.
•    Excellent interpersonal, coordination, and facilitation skills
•    Strong oral and written communication skills (includes technical writing)
•    Ability to organize large amounts of data, think analytically, and solve complex problems in a timely manner
•    Ability to interpret codes, regulations, and standards
•    Equally effective working independently or in a team environment
•    Strong planning and organizational skills
•    Proven decision-making skills
•    Ability to manage multiple tasks

 

Preferred Qualifications:
•    Strong leadership skills with ability to serve as a project team lead
•    In-depth knowledge of NRC organization, regulations, and procedures
•    Strong general knowledge of Technical Specifications and UFSARs
•    Working knowledge of nuclear power plant operations and processes (SRO license/certification or STA certification a plus)
•    Nuclear licensing experience 

 

A partial year of related work experience of 6 months or greater will count as one year toward the year of experience.


A Master's Degree will count as one year toward the years of experience.


Military service members and veterans with ranks from E3-E9, W1-CW5, or O1-O6, plus appropriate equivalent combination of education and years of experience as outlined above are encouraged to apply
 

Education Requirements


For placement of a candidate in the Engineer job series, the following criteria must be met: 
•    Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or 
•    Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or 
•    Possess a 4-year engineering degree from a non-ABET accredited program and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or
•    Possess a 4-year degree in Physics, Chemistry or Math and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or 
•    Holds or has previously held a valid Professional Engineer license.

Licenses, Certifications, or Quals Description

Depending on functional responsibilities and location of position, must review ANS 3.1 12/79, ANSI N18.1-1971 or ANSI/ANS 3.1-1993 and DOM QA-1 as appropriate.
