Job Summary

Emeregency Preparedness Specialist III

Operating under general direction, this role is responsible for designing, developing and delivering and/or maintaining emergency preparedness training, program planning, planning and conducting drills and exercises. This fully functional level applies technical knowledge within defined practices and policies to perform a variety of functional tasks to ensure plant readiness in the event of an emergency. Responsibilities may include, but are not limited to, the review, development and implementation of policies and procedures, providing guidance on the implementation of or delivery of on and off-site training programs, assist in the conduct of emergency drills and exercises, and coordinating nuclear incident monitoring drills. Researches and validates procedure requirements. Works with corporate and site management to identify the need for emergency planning changes and new procedures. Assists management in the coordination of training drills and exercises with state and local emergency management authorities. All areas must maintain the Emergency Plan commitments required to maintain the operating license. Frequently serves as a team member under the leadership of senior staff, and may provide assistance and work direction to less experienced specialists. May serve as a company representative on task forces to address emergency preparedness related issues.

 

Emergency Preparedness Specialist IV

Most experienced level responsible for overseeing the design, development, maintenance and implementation of the company's Nuclear Emergency Preparedness Program. May act as the senior team leader to plan, schedule and conduct a wide variety of complex site Emergency Preparedness drills to ensure plant readiness in the event of an emergency. Responsibilities include, but are not limited to, program planning, leading training programs, drills and exercises, fire response drills, nuclear incident monitoring drills, implementation of policies, plans and procedures, and protective action drills. Assigned areas represent major licensing commitments to maintain compliance with 10CFR50.47(b). Exercises technical discretion within broadly defined practices and policies in determining methods, techniques and evaluation criterion for obtaining corporate and business unit objectives. Provides leadership and direction to less experienced staff, may serve as lead or technical expert on projects. As project lead, may develop budget recommendations and ensure adherence to budget constraints. Works on projects of diverse scope and complexity which require ingenuity in selecting methods and techniques for obtaining solutions. May be required to perform individual tasks that specifically support license commitments within the department. This position develops and maintains regular contact with various station, state(s), local and federal officials in order to advance joint planning and preparedness. Applies technical and leadership skills to leverage relationships with mid-level station and offsite agency management to advance preparedness. Serves a technical expert, and may represent the company on task forces or at The Institute of Nuclear Power Operations(INPO) on emergency preparedness related concerns.

The knowledge, skills, abilities and experience required for entry into this job include the following:

Emergency Preparedness Specialist III

5 - 6+ years of relevant experience in directly related field. (In lieu of preferred related Bachelor's degree, may substitute related Associate's degree and 7+ years of relevant experience in directly related field or High School diploma/GED and 9+ years of relevant experience in directly related field, demonstrating knowledge of relevant fundamental theories, principles and concepts.)

Working knowledge of emergency preparedness policies and procedures, techniques and methodology. Working knowledge of applicable federal (FEMA, NRC, etc.) and state regulations and policies governing emergency response and preparedness. Knowledge of Plant procedures and processes. Good communication skills and ability to communicate with various levels of personnel both internal and external to the organization, to include state and federal regulators and officials. Demonstrates skill in planning and delivering emergency response plans. Skill in assessing program needs and developing appropriate training programs or procedures. Ability to select and apply techniques and evaluation criterion to assess program effectiveness and compliance. Previous work experience in planning and conducting emergency drills and exercises, and in interpreting and applying policies and procedures.

 

Emergency Preparedness Specialist IV

7 - 8+ years of relevant experience in directly related field. (In lieu of preferred related Bachelor's degree, may substitute related Associate's degree and 9+ years of relevant experience in directly related field or High School diploma/GED and 11+ years of relevant experience in directly related field.)

Demonstrates considerable knowledge of emergency preparedness standard techniques, procedures and criteria to assure personnel, facility and community/locality safety. Comprehensive knowledge of related governing regulations and resources. Considerable knowledge of applicable federal (FEMA, NRC, etc.) and state regulations and policies governing emergency reponse and preparedness. Excellent planning and critical thinking skills, and ability to direct the activities of others. Excellent communication skills and ability to work with various levels of employees and external representatives. Skill in assessing program needs and developing appropriate training programs or procedures. Demonstrated ability to plan, design, organize and conduct emergency drills and exercises. Ability to work independently, with little direction or supervision. Previous work experience in a plant environment, demonstrating good working knowledge of emergency plan procedures and regulatory requirements. Demonstrates strong leadership skills to include skill in serving as a team or project lead and in providing guidance and work direction to less experienced staff. Considerable work experience in planning and conducting emergency drills and exercises, developing, maintaining, interpreting and applying policies and procedures.

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:
