Job Summary

Provides technical leadership in the development, revision and maintenance of technical work practices, standards and procedures including Emergency Operations Procedures, Abnormal Operations Procedures, Surveillance Procedures and Normal Systems Operating Procedures that support nuclear plant operations and programs. These may involve several disciplines or procedures for emergency and abnormal plant conditions. Involved in the more complex issues with the ability to work independently. Gathers documentation to prepare analysis of recommended design and license changes. Prepares the analysis of design and license changes for procedures impacting on the performance of NRC regulations. Serves as a technical expert for craft specialty or operational area, performs editorial and technical reviews, may assign and track the work progress of other Procedure Writers. Validates the technical basis of written procedures by reviewing the relevant technical, regulatory and licensing issues and interfacing with all applicable departments. Reviews and determines scope of change process packages, evaluates the feasibility of requested or proposed changes, and analyzes documents as to their applicability to nuclear operations. Researches technical manuals, vendor specifications, plant diagrams, design documents, station policies and regulatory requirements to obtain additional information and ensure the safe operation of equipment, procedure flow and workability, and adherence to regulatory requirements and writers guidelines. Researches commitments with regulatory agencies that may impact new or existing procedures. Performs plant walkdowns as needed, reviews and approves proposed changes to procedures and standards based upon human factors principles and effectiveness to ensure compliance with company and nuclear regulatory guidelines and requirements, makes recommendations for improvement. Responds to procedural deficiencies, researches, develops and maintains nuclear standards and administrative procedures involving diverse/board station and corporate disciplines. Negotiates and resolves issues between managers, stations and corporate groups when controversial changes are requested. Develops schedules and defines scope for administrative and technical procedure changes and manages writing schedules to meet aggressive deadlines. Coordinates with Nuclear Licensing and regulatory agencies to ensure latest commitments are incorporated in procedures. Provides input to Nuclear Procedures Supervisor regarding the development and maintenance of Procedural Guide. Maintains contacts with utility peers to ensure awareness of industry trends and innovations. Provides interpretation/clarification of procedures to auditors and regulators during audits and assessments. Actively participate in industry EOP working groups and with industry peers by participating in Benchmarks and Self Assessments related to Emergency Operating Procedures. Advocate as the Configuration Management Conscience for EOPs to ensure that EOPs do not deviate significantly from industry standards. Where deviations are required, ensure proper documentation and basis is maintained and reviewed on a periodic basis. Ensure that all EOP changes are thoroughly reviewed and validated by qualified individuals. Participate in simulator validations of EOP changes. Participate in simulator, training development and pilot session to ensure any need changes are identified and corrected to support the training cycle. Periodically observe and get direct feedback on the quality of the procedures and enhancements required to improve operator response to events. Coordinate an end of training cycle EOP meeting for each unit with the unit operations manager, supervisor shift operations and affected simulator training staff in attendance.

Required Knowledge, Skills, Abilities & Experience

Minimum Requirement:
•    5 years experience holding a Reactor Operator or SRO or STA license/certification.
•    Westinghouse PWR or Combustion Engineering (CE) PWR experience is required.
 
Preferred Qualifications:
•    Considerable work experience demonstrating solid working knowledge nuclear operations.
•    Significant work experience preparing and writing descriptive copy using publishing tools and writer guidelines, and verifying documentation, both orally and visually.
•    Strong technical thinking skills, with demonstrated ability to read, interpret and present technical information.
•    Excellent communication and organizational skills, demonstrated ability to meet with all levels of management, and to effectively represent and negotiate issues and concerns.
•    Leadership skills, ability to analyze issue quickly and assess risk.
•    Ability to prioritize and assign work, and to serve as a technical resource to others. Demonstrates strong customer service orientation and high degree of ownership.
•    Skilled in use of computer and procedure writing software.
•    Knowledge of CEN 152 rev 6 for Unit 2  and Westinghouse ERGs for Unit 3. Reactor Operator or Senior Reactor Operator license at a Westinghouse PWR or Combustion Energy (CE) PWR

Education Requirements

Education Level: Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor , Disciplines: Preferred: Engineering
