Job Summary
The Nuclear Engineer I/II/III - Licensing position is responsible for working cooperatively with various plant departments and NRC inspectors on regulatory compliance matters involving plant operation, system/equipment performance, operability determinations, regulatory reporting, and determinations of Technical Specification compliance; ensuring effective communication of emergent compliance issues between plant staff and NRC inspectors; and ensuring issues and questions from the NRC are understood and communicated to appropriate plant staff, and addressed in a timely manner. This position is also responsible for performing specialized licensing duties involving researching, evaluating, and communicating technical and legal information relating to plant design and licensing bases, and regulatory requirements. This person may also assume a position on the plant Emergency Response Organization (ERO) and be required to respond to plant events within 90 minutes.
Required Knowledge, Skills, Abilities & Experience
Engineer I – 0–2+ years of relevant engineering experience
Engineer II – 3+ years of relevant engineering experience
Engineer III – 5+ years of relevant engineering experience
- Full knowledge of engineering theories and principles
- Skilled in advanced techniques and in modifying or extending theories, precepts, and practices of the field and related disciplines
- Strong leadership skills with proven ability to serve as a team project lead
- Strong oral and written communication skills (including technical writing)
- Strong personal computer skills
- Ability to think analytically and solve complex problems
- Ability to interpret codes, regulations, and practices
- In‑depth knowledge of various computer applications, with the ability to use software such as MATLAB, Excel, etc., for engineering calculations
- Equally effective working independently or in a team environment
- Proven decision-making skills
- Strong Research and Analytical skills
- Ability to process information quickly and manage multiple tasks
- Strong planning, organizational, and project management skills
Preferred:
Commercial nuclear experience; previous Senior Reactor Operator or Reactor Operator License, or license certification. Prior experience in Licensing or Regulatory Compliance is preferred, as is familiarity with NRC regulatory requirements and processes, nuclear industry organizations, experience managing diverse technical issues and organizations, and knowledge of regulatory processes.
Nuclear employees: Must have at least one year of nuclear power experience.
REQUIRED ENGINEERING CRITERIA: For placement of a candidate in the Engineer job series, the following criteria must be met: Possess a 4-year Engineering degree from an ABET accredited Engineering program based on the year that the Engineering program was accredited by ABET, or Possess a 4-year Engineering degree from an institution outside of the U.S. which is accredited through the country's own Engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or Possess a 4-year degree in Engineering (non-ABET accredited), Physics, Chemistry, Math or Engineering Technology and a post-graduate Engineering degree from an institution where the undergraduate degree in the same Engineering discipline is ABET-accredited based on the year the Engineering program was accredited by ABET, or
Holds or has previously held a valid U.S. Professional Engineer license.

Note: Dominion Energy minimum experience and education requirements may exceed stated ANSI standards and candidates must meet the Dominion Energy minimum requirements.
For Nuclear employees, this ANSI standard must be met, all of which is met or exceeded in the Engineer series job summaries with the exception of the Nuclear Power experience requirement of at least 1 year:
ANSI/ANS-3.1-2014, Section 4.6.1 Education requirements: Baccalaureate or associate degree in engineering or related science. Minimum experience for the position: Related experience which shall include 2 years; Nuclear power plant experience to include 1 year.
