Job Summary
Manages or supports assigned phases of the water treatment program for the four sites including Bremo, Chesapeake, Chesterfield and Possum Point power stations. Responsibilities include site development, permitting support (air, water, state, local, etc...), scope development, major contract negotiations, engineering, procurement, and construction contracts, construction activities, commissioning and transition to commercial operation of water treatment systems. Supports the development and management of specific portions of project budget and schedule. Projects ranging in size from major complex projects to smaller improvement projects. It is envisioned that this primary responsibility of this role will be supporting the Coal Ash landfill/recycling projects with water treatment projects and operations over the remaining 10 year project duration. This position may have Non-Dominion Energy Workers reporting to them. Typically reports to a Project Director or Manager - Site Construction.
Overall Expectations
- Manage the water treatment systems at each site as the overall Program Manager. Will be point of contact of all technical issues
- Manage Water treatment vendor contracts
- Update the water treatment program monthly cash flows to Financial Advisor project controls and review spending within SAP and pre-approve invoices
- Participate in the overall project site safety and environmental walkdowns and/or audits to ensure compliance.
Permitting and Construction Oversight
- Work with scheduler to assist with overall water treatment schedule for permitting as well as specific activities
- Develop water treatment and other project RFPs as needed including scheduling interviews with potential bidders and reviewing specimen contract documents. Work closely with Supply Chain, Legal and PG to finalize
- Visit sites on periodic basis and work to oversee the construction is in compliance with permit, plans and specifications as needed- Help to interview prospective water treatment and other project contractors
Operations Oversight
- Schedule water treatment tank discharges based on sampling needs and available storage capacity in the tanks
- Review and approve water treatment tank data packages for discharge
- Generate and submit weekly water treatment reports required by DEQ to DEES, as well as work closely with Dominion Energy’s Environmental group to ensure permitting issues are resolved and tracked
- Track monthly water treatment volume of water discharged and compare to monthly invoices
- Track the water treatment influent trend of the key treatment constituents.
- Analyze and track the performance water treatment system at each respective site by utilizing average flowrate, average constituent reduction, enhanced media treatment effectiveness, actual volume of water discharged to the tanks vs projected volume.
- Updating the O&M manuals for contact water and leachate water treatment systems as needed
- Work with the Owner’s CQA Engineer firm to help resolve disagreements in the field with the water treatment vendor.
Required Knowledge, Skills, Abilities & Experience
The knowledge, skills, abilities and experiences that are required for entry into this job include the following:
- 7-8+ years of experience in project management including several years managing industrial water treatment projects.
- Demonstrated knowledge and experience in project management, water treatment, relevant technologies, and leadership in the assigned project areas.
- Strong team building skills, demonstrated skill and ability in effectively leading teams to achieve project goals and milestones.
- Effective negotiation skills.
- Strong verbal and written communication skills, including interpersonal, facilitation, and presentation capabilities.
- Ability to develop, manage and monitor project performance to ensure results meet project requirements and schedules.
- Ability to coordinate the resolution of technical problems and implement changes.
- Ability to work and develop rapport with all levels of management and staff.
- Ability to represent the project and the company in public forums.
- Able to demonstrate detailed knowledge of water treatment systems using various technologies, must demonstrate the knowledge and ability to review engineering specifications and have the ability to make recommendations
Education Requirements
Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:
Bachelor
Preferred Disciplines: Water Treatment, Engineering (Chemistry/Chemical, Mechanical, Electrical or Controls), Business, Engineering Technology
Other disciplines may be substituted for the preferred discipline(s) listed above
Licenses, Certifications, or Quals Description
GWO is required for positions required to support Offshore Wind
Preferred: PE, PMP, PMI-CP
