We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Military service members and veterans with ranks from E3-E5, W1-W2, or O1-O3, plus appropriate equivalent combination of education and years of experience as outlined below will be considered for this opportunity.

Job Summary

This position will be filled at the entry or mid-level T&D Project Specialist level based on the qualifications of the successful candidate. 

Dominion Energy is seeking a candidate to fill the position of T&D Project Specialist for Permitting.

This position is responsible for managing the end-to-end process of obtaining Railroad and Government Permits and License Agreements. Key duties include initiating, submitting, coordinating, reviewing, tracking, and securing required approvals. The role also involves maintaining accurate documentation and ensuring data is properly entered into FileShare and ArcFM for organizational visibility. Building and sustaining collaborative relationships with agency contacts is essential. Additional responsibilities include reviewing and processing invoices, conducting periodic audits for accuracy, and providing support to the team as needed.

 The role will be responsible for efficiently recognizing and meeting project milestones based on input from the project team and oversight of a contractor responsible for the permitting application, submittal, approval, and possible extension, and close-out processes. The successful candidate will also oversee a permit tracking and reporting platform in order to evaluate permitting metrics, not limited to, quantities, permit review duration, cost, deficiencies, and extensions. By utilizing and designing these reporting systems, an ideal candidate will be able to communicate and analyze trends, concerns, and successes in the permitting process.

Developmental level position providing technical design support in designated regions or specific project type. Provide support with analyzing and evaluating existing process improvements under the direction of Supervisor or Coordinator, which are designed to develop and enhance technical or project coordination expertise and knowledge, for progression to the next level. Serve as liaison between Design and Construction/Operations staff providing practical perspective on designs and cost estimates. Coordinate updates to GIS footprint with appropriate GIS team representative. Provide support with follow-up on work designs if any deficiencies are identified. Responsible for or to assist in the accurate reconciliation of construction As-Builts. Assist with interpretation and communication of company policies and procedures to customers. During outage events, utilizes electronic damage assessment tools to provide data for restoration analysis and customer communication. Conducts field assessment of electrical infrastructure for resource allocation and material needs, and facilitates logistics for storm response. Provide assistance with inspecting project sites, organizes site/office meetings, determines metering requirements, and prepares detailed drawings utilizing ArcFM, AutoCAD, or other tools as appropriate. This position includes participation in electric distribution designer training program. The Projects Designer development program is a two-year commitment. Incumbents must successfully complete the program before promoting to the next level.

-0-2 years of line worker, utility construction experience
-Skills: good written, verbal and interpersonal communication; math and technical aptitude; time management and organization; project management; analytical;
-Abilities: adaptable to change, demonstrate initiative, effectively interact with customers; teaming; detail oriented;
-Physical attributes required to perform essential functions of the job: walking, climbing, stooping, bending and prolonged standing.

T&D Project Specialist II

-2-3+ years of directly related experience (electric distribution/utility design; construction management), (Dominion Internal Candidates) Successful completion of the Customer Projects Designer Development Program;
-Strong knowledge of distribution design, electricity, company policies and procedures and mainframe and personal computer;
-Demonstrates leadership skills;
-Skills: good written, verbal and interpersonal communication; math and technical aptitude; time management and organization; project management; analytical;
-Abilities: adaptable to change, demonstrate initiative, effectively interact with customers; teaming; detail oriented;
-Physical attributes required to perform essential functions of the job: walking, climbing, stooping, bending and prolonged standing.

 

Education Requirements

Required Degree (equivalency not accepted in lieu of required degree):

T&D Project Specialist I or II:

High School Diploma or GED required

Licenses, Certifications, or Quals Description

Driver's license and ability to drive.
