Job Summary

Responsible for supervising enterprise security functions within assigned area of responsibility (AOR).  In a wide range of complex infrastructure environments, supervises employees, contractors, vendors, and other resources assigned to critical security operations, which may include physical, analytical, technical, or regulatory compliance matters.  

Other specific responsibilities include:
 

  • Develops, implements, and maintains a comprehensive security strategy for company facilities, assets, personnel, and operations as assigned.
  • Ensures team training, readiness, and expertise, concerning corporate security best practices, emerging threats, emergency response, and day-to-day security operations.
  • Develops and maintains variety of public and private information sources to support duties as assigned.
  • Effectively manages budget and spend plan for the assigned AOR.
  • Engages with federal, state, and local law enforcement, homeland security, regulatory agencies, industry trade organizations, security organizations, and vendors/contractors, as necessary, to achieve mission success and positive impact for the company.
  • Serves as an expert on security issues and provides advice to company leadership and security management. 
  • Additional responsibilities may include:
  • May supervise the creation of security plans and protocols to support regulatory and non-regulatory compliance at company facilities.
  • May provide primary leadership for physical security functions such as executive protection, contract guard services, access control programs, technical security, Fitness for Duty (FFD) services, security monitoring, security training, crisis/storm response, or special events. May be responsible for timely and relevant intelligence gathering and reporting for internal and external stakeholders.
  • May oversee in-depth threat analyses and predictive analyses results.
  • May supervise the development of security plans, policies, procedures, and risk assessments in support of regulatory compliance requirements under NERC, NRC, TSA, DHS, DOT, and others.
  • May manage contracts for physical and technical security services and ensure compliance.
  • May supervise the company’s background investigation process for employees, new hires, contractors, and vendors to include pre-employment drug testing, regulatory drug and alcohol random testing pools, for-cause drug and alcohol testing, and related follow-up programs.
  • May oversee access authorization for nuclear facilities and safeguarded information.
  • May supervise and conduct diverse, complex, and sensitive investigations into issues of significant consequence to the company including background investigations. May provide reports and presentations of investigative results.
  • May collaborate with law enforcement and intelligence agencies at the federal, state, and local levels to defend against threats to the company, facilitate criminal prosecution, continuously monitor risk, and engage in security-related legal matters impacting the company.  
  • Serves as a member of the company’s Armed Responder Program. Required to meet and maintain company eligibility requirements to carry a firearm.  Participates in reoccurring firearms proficiency training and provides armed response to emergency situations per established Dominion Energy Policy.

 

Required Knowledge, Skills, Abilities & Experience

10 years or more experience as a sworn officer, deputy, or agent with a local, state or federal law enforcement agency, or 10 years or more experience in corporate or physical security, or military service, or other security-related role.  Note:  A Master's degree will count as one year towards the experience requirement.  A partial year of six months or more will be rounded up to one full year.


Three years or more leadership experience with a local, state or federal law enforcement agency, or three years or more leadership experience in corporate or physical security, or military service, or other security-related role, supervising a sizeable workforce, is preferred.
 

Crisis Response:  Experience serving in a leadership role during crisis events and special events, specifically, managing resources, personnel, response capabilities, deployments, intelligence assessments, and command post operations, during high-stress, rapidly-evolving crisis scenarios.  Expertise in developing crisis response programs, plans, and procedures for large law enforcement, military, or security groups/organizations.  Expertise with Incident Command Structure (ICS) or similar event planning or crisis response frameworks.  Experience utilizing software platforms and non-technical means to effectively prepare for and respond to a crisis event, and to document organizational actions in support of the matter for legal or other reporting or regulatory purposes.
Threat Awareness/Mitigation:  Expertise in developing programs, plans, and procedures to spot and assess threats to the company’s people, assets, and operations.  Experience developing and leading operational teams to identify threats via intelligence, surveillance, technical methods (drones, mobile apps, etc.), human sources, and other means, and then effectively documenting and disseminating said results and findings.  Experience utilizing such techniques and methods to develop strategic and tactical operational plans to mitigate enterprise threats to personnel, executives, and infrastructure.  
Threat Prioritization: Experience utilizing or implementing threat review and prioritization processes to identify, categorize, and prioritize the full spectrum of threats to the enterprise, and to assess the expected impact and required mitigation of said threats.  Experience developing strategic plans, milestones, metrics, and timelines, to achieve stated goals for minimizing or mitigating identified priority threats. 
Security Contract Services:  Experience supervising security-related non-employee contractors or consultants to achieve desired security outcomes.  Experience developing performance metrics related to physical security contracts and holding contract personnel and their leadership accountable to contract security requirements.
Liaison:  Possesses strong professional relationships and liaison with law enforcement, the intelligence community, and/or homeland security agencies, within the mid-Atlantic region, particularly the Commonwealth of Virginia.  Maintains a variety of public and private information sources to support security assignments.

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor
