Job Summary

This leadership position resides within the Unmanned Systems Group (USG), an innovative and rapidly growing team internal to Dominion Energy's Corporate Intelligence & Security - Aviation (CIS-A) department.  Based out of Dominion's aviation hanger on the grounds of Richmond International Airport, the Supervisor USG serves as the first line operational leader of the USG's team of drone and robotics experts providing services across the entire Dominion footprint.  
 
The USG Supervisor will be responsible for the following:  
 
Provides daily leadership, direction, planning, and guidance to the USG team on all activities and operations.  Oversees staff and resources for effective and efficient day-to-day tactical operations of the program and to ensure team readiness.  Organizes, manages, and directs the development, implementation, and evaluation of program plans, policies, procedures, and systems to achieve program objectives.  
 
Develops, implements, and executes a comprehensive strategy for the unmanned systems team and program.  Establishes strategic goals on a 1-3 year planning horizon and drives successful completion.  Goals and plans include matters such as ongoing assessment of technologies, regulatory changes and related impact assessments, policy development, governance of program requirements, resourcing, and budgeting.  
 
Establishes relationships with key internal stakeholders and leads in the development of unmanned systems services for customers.  Develops and manages relationships with key industry and government agencies at the federal, state, and local levels to grow the program and understand regulatory requirements and any other factors impacting the company's unmanned systems operations.  Actively participates in program-specific federal and state regulatory initiatives such as the FAA's BEYOND Program.  Maintains an extensive liaison network with industry experts, test centers, and researchers as necessary to advance the program.  Oversees vendor relationships to include requests for proposals, contract execution, and operational performance.  
 
Responsible for development and oversight of operating plans, maintenance schedules, training regimes, budgets, and business plans for the department.  Works with cross-programmatic Dominion teams to lead the development of systems, tools, dashboards, and integrations which advance the sophistication of the program for purposes of governance, safety, airspace deconfliction, and ease of access for BU requests for service.
 
Takes lead in working with company security and business units to develop enterprise strategies for mitigation or hostile or unauthorized drones intruding on critical infrastructure.  Develops and implements counter-Unmanned Aerial Systems (c-UAS) methodologies, testing, analysis, assessments, and recommendations.  
 
Responsible for enterprise-wide governance of program requirements and adherence with regulatory compliance across all aspects of the program.   
 

Required Knowledge, Skills, Abilities & Experience

8+ years of related work experience; 2-3+ years of experience leading teams and work units in an operational or tactical capacity. Demonstrable leadership experience with ability to influence mission objectives.  Experience serving in leadership roles during crisis events, specifically, managing resources, response capabilities, and deployments in rapidly evolving crisis scenarios.

Experience working in a task force and team environments with a diversity of private sector and/or government agencies.  Excellent attention to detail and organizational skills, with strong interpersonal skills and professional demeanor.  Inclusive, collaborative style of engagement with business units, field operators, and company leadership.

Strong planning and organizational skills with the ability to lead, facilitate, and work on multiple projects and project teams simultaneously.  Excellent program management, project management, and research skills.  Previous experience fully executing projects.  Strong customer service orientation. 

Excellent written and oral communications skills. Ability to confidently provide oral briefings and reports to company officers/executives and government officials.  Experience presenting data-supported business cases and change management strategies to company executives, both financial and performance based in nature.

Other knowledge, skills, abilities and experience include:

Highly desirable candidates will possess both UAS drone detection and mitigation experience and knowledge, demonstrated in-depth knowledge and understanding of the operational and technical aspects of Unmanned Aircraft Systems, robotics, regulatory policies, testing, and certification requirements for unmanned systems. 

Strong interest in innovative technologies and technical systems with a can-do willingness to learn and develop new areas of expertise as required by the USG program and mission.  Ability to identify and lead efforts to expand unmanned systems usage where feasible, and to maintain a current knowledge of new technologies, applying techniques and applications to expand program;

Expert knowledge of UAS flight safety procedures and protocols, including familiarity with safety auditing and Safety Management Systems (SMS).  Skilled in developing policy, procedures and standards for UAS programs.

Previous experience working directly with the Federal Aviation Administration (FAA) on 14 CFR Part 107 waivers, certificates of approval (COA), and successfully executing complex unmanned systems projects.

Knowledge/expertise of 14 CFR Part91, 107, 135, 139 regulations.  Familiarity with proposed rules related to FAA Part 108 and 2209.

Required Degree (equivalency not accepted in lieu of required degree):

Bachelor’s
