Supervisor-Substation Engineering (Richmond / Glen Allen, VA)

Job Summary

*There are 2 focus areas. One with the conceptual group and the other with the physical design group. These roles will be filled at the level commensurate with the successful candidate's education, experience, knowledge, skills and abilities in accordance to hiring leader and business needs. 


Supervisor - Substation Engineering (Conceptual): Supervise company and contract engineering resources to provide conceptual engineering packages to build new, or expand or refurbish existing, electric transmission and distribution substation facilities.  This role primarily supports the Electric Transmission and Distribution Capital Budgets. Responsibilities include assigning work activities, insuring their accurate and timely completion, and applying specialized knowledge to facilitate technical leadership and employee training. Directly responsible for 11 employees and 10 contractors. 
Your team will be responsible for:

  • Functioning as part of a project team to develop a detailed scope of work for new, expanded or refurbished transmission or distribution electrical substations. This includes all aspects including site development, physical design, protection and controls, and data communications.
  • Develop detailed cost estimates using US Cost Success estimating software.
  • Develop conceptual drawings to include a conceptual oneline, substation general arrangement, a relay protection functional diagram and any other drawings required to convey the scope and intent of the project.
  • Support project teams as subject matter expert as needed for SCC applications and testimony.
  • Site, Civil Engineering evaluation and support Team.


Supervisor Substation Engineering (Physical Design): Supervise company and contract engineering resources to provide physical design engineering drawings, bills of material and equipment specifications, to build new, or expand or refurbish existing, electric transmission and distribution substation facilities. Responsibilities include assigning work activities, insuring their accurate and timely completion, and applying specialized knowledge to facilitate technical leadership and employee training. Directly responsible for 20 employees and 5 full time equivalent contract resources in house.  There are also 40-50 contractors that work offsite. 

  • Creating and modifying physical control design documents and drawings for substation projects including: one lines, auxiliary one lines, ground elevations, general arrangements, grounding, conduit plans, bus and wire drawings, pipe stand drawings, foundation designs and typical details.         
  • Coordinating with and providing technical assistance to protection and control substation engineers and construction coordinators. Provide support to ROC, SOC and field operations.  
  • Assist project management team and conceptual engineering team(s) with the development of the scope of work and design requirements for substation engineering projects.
  • Duties include working with the operations and maintenance team on preventative maintenance projects, outages, failures and emergency work. 
  • Technical support for all substation issues for the comments above.

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and experience required for entry into this job include the following:


  • A minimum of 7 years’ directly related experience with a preferred Bachelor's Degree (or 9 years of directly related experience with an Associate Degree; or 11 years of directly related experience with a High School / equivalent diploma)
    • (Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications; A an advanced degree can count as one year experience)


  • 500kV through 4kV utility substation design and/or P & C design highly desired 
  • Direct utility substation engineering is highly preferred.
  • 3 years’ experience with Microstation CAD software and US Cost Estimating Software is highly desirable.
