We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Military service members and veterans with ranks from E5-E9, W1-CW5, or O3-O6, plus appropriate equivalent combination of education and years of experience as outlined below will be considered for this opportunity.

Job Summary

Conducts major spend analysis by supplier, commodity, or service. Identifies potential suppliers. Manages, develops and issues requests for proposal with complex pricing tables.  Analyzes supplier proposals including safety performance. Coordinates legal, insurance, environmental, and credit risk reviews, and performs net present value analysis. Negotiates prices, delivery, insurance, performance, penalties, issue resolution, escalation, terms and conditions, and intellectual property agreements. Handles every step of the procurement process, to include contract administration functions through the completion of the project. Identifies, obtains, and documents cost improvements for purchased materials and services from supplier, through negotiation, innovation, and continuous management. Effectively establishes and manages material and services contracts using data analytics to leverage price, volume, efficiency and automation opportunities. Demonstrates strong focus on identifying & establishing productive business relationships with diverse suppliers. Develops and administers measurement tools on contract basis. Performs trend analysis, and identifies and implements process improvements.  Analyzes all cost and process aspects of assigned spend and commodity.  Analyzes supplier proposals and identifies measurable cost savings and other soft benefits. May lead cross-functional sourcing initiatives, including the development and implementation of complex sourcing strategies.  

 

For nuclear, demonstrates advanced understanding of nuclear safety-related parts procurement and the requirements and regulations of 10CFR50 APPENDIX B & 10CFR21 APPLICABILITY associated with nuclear parts quality.  Works with other utilities to acquire emergent critical parts required for forced and planned outages.  Resolves issues associated with nuclear corrective actions with ability to compose an acceptable response necessary for close out. Resolves issues associated with nuclear corrective actions with ability to provide a detailed response outlining cause and resolution to avoid future occurrence.  

 

Expectations require cradle to grave sourcing to include competitive bid facilitation, working with groups such as Legal, Auditing, Corporate Risk, and Tax regarding negotiation of terms and conditions, purchase order award, invoice discrepancies, and supplier management. Provide emergent 24/7 rotating coverage after-hours, weekends, and holidays to support customer needs including outages and emergencies.

 

The level of the position will be based on the qualifications and experience of the successful candidate.

Required Knowledge, Skills, Abilities & Experience

Sourcing Specialist: 2+ years related experience. 

  • Working knowledge of procurement practices, procedures, and policies.
  • Working knowledge of business and contract law.
  • Working knowledge of accounting principles and financial analysis.
  • Knowledge of MRP, ERP, and purchasing and logistics systems and processes.
  • Effective human relations skills.
  • General experience preferred in procuring contracted services and materials.  
  • Manage request for proposal and bidding process while establishing relationships with key suppliers to ensure competitive pricing.
     

Senior Sourcing Specialist: 5+ years related experience. In addition to the above experience, the Senior Sourcing Specialist must also have:  

  • Working knowledge of procurement practices, procedures, and policies.
  • Working knowledge of business and contract law.
  • Working knowledge of accounting principles.
  • Working knowledge of company systems, processes, and/or interfaces.
  • Operational knowledge of supplier relations, priority management, and tactical planning.
  • Ability to apply analytical abilities to diverse issues.
  • Ability to manage multiple priorities and meet deadlines.
  • Ability to use sound business judgment.

Education Requirements

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:

Bachelor

Preferred Disciplines: Business Administration, Engineering, Supply Chain Management

Other disciplines may be substituted for the preferred discipline(s) listed above.
