Job Summary
There are two positions available within Power Generation’s Planning team which will be filled at the level commensurate with the candidate's knowledge, skills, abilities, and experience.
The Planning Engineer is responsible for evaluating the transmission system impacts of new construction across the DOM Zone, ensuring grid reliability and optimal site selection for future projects. This position requires deep familiarity with PJM and transmission modeling tools such as PLEXOS and PowerFlow models to conduct load flow analyses, risk assessments, and capacity evaluations.
Key responsibilities include:
- Informing executive-level strategic decisions for generation planning.
- Conducting transmission analytics using publicly available data.
- Identifying optimal sites for new generation assets.
- Contribute to an integrated planning document that tracks net position.
- Develop and manage the comprehensive generation build plan.
- Ensure strategic and operational alignment across the Company.
- Participate in ongoing assurance reviews for projects in development.
- Detect execution gaps and develop mitigation strategies.
- Assist with executive-level updates on generation planning progress
The engineer will collaborate with Business Development, and other teams to identify high-potential sites, share insights, and support grid modernization and capacity planning efforts. The role also involves tracking PJM regulatory changes, market developments, and regional transmission trends while conducting complex analyses to ensure compliance, optimize project locations, and support strategic decision-making.
This position will be located at Dominion Energy's Headquarters Building in Richmond, VA and reports to the Director of the Generation Planning team.
Required Knowledge, Skills, Abilities & Experience
The knowledge, skills, abilities, and experience that are required for entry into this job include the following:
Sr Engineer: 5 or more years of engineering experience
Staff Engineer: 8 or more years of engineering experience
Technical
• Expertise in transmission modeling tools and simulation tools (e.g., Tools: PLEXOS, PJM PowerFlow model, PTI – PSS/E (Power System Simulator for Engineering), Aurora)
• Proficiency in computer applications applicable to specific work field / discipline (e.g., Microsoft Office Suite)
• Strong analytical skills with experience in assessing transmission system impacts and optimal project locations
• Experience in transmission system analysis, planning, or related roles
Non-Technical
• Familiarity with regional transmission planning processes, policies, and regulatory environments
• Awareness of emerging energy trends and innovations in grid modernization and capacity planning
• Proven ability to collaborate with cross-functional teams (e.g., regulatory, engineering) and ensure alignment to achieve effective outcomes
• Strong written and verbal communication skills, including creating detailed reports and presenting findings to stakeholders at all levels
• Expertise in conducting complex analyses to support decision-making, ensure regulatory compliance, and provide actionable recommendations
• High attention to detail and the ability to manage multiple priorities simultaneously
• Demonstrated sound judgment, in
dependent thinking, and effective problem-solving in complex scenarios
Preferred
• Advanced knowledge of the DOM zone and regional transmission dynamics
• Experience attending and contributing to industry meetings, such as PJM TEAC
• Familiarity with emerging trends in renewable energy integration
• Basic understanding of FERC or state-level regulations impacting the utilities sector
REQUIRED ENGINEERING CRITERIA:
For placement of a candidate in the Engineer job series, the following criteria must be met:
Possess a 4-year Engineering degree from an ABET accredited Engineering program based on the year that the Engineering program was accredited by ABET, or
Possess a 4-year Engineering degree from an institution outside of the U.S. which is accredited through the country's own Engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or
Possess a 4-year degree in Engineering (non-ABET accredited), Physics, Chemistry, Math or Engineering Technology and a post-graduate Engineering degree from an institution where the undergraduate degree in the same Engineering discipline is ABET-accredited based on the year the Engineering program was accredited by ABET, or
Holds or has previously held a valid U.S. Professional Engineer license.
