Regulatory Consultant (Demand Side Analysis)

Job Summary

Serve as Dominion Energy (“DE”) expert with respect to cost/benefit assessment of all DE sponsored Demand Side Management (“DSM”) programs. 


Work with DE’s Energy Conservation representatives in the development of new DSM programs.  This includes assisting the Energy Conservation Department’s (“EC”) program designers;
 

Perform all companies/ benefit testing associated with any DSM programs that DE may be considering for implementation.  These cost benefit tests are the: (i) Participant Test; (ii) Utility Test; (iii) Total Resource Cost Test; and (iv) Rate Impact Test as these tests are defined in the California Standard Practice for Economic Analysis of Demand Side Programs and Projects.
 

Report all cost/benefit test results to EC and work with EC in revising programs to improve test results when appropriate.
 

Prepare expert testimony regarding DSM cost/benefit testing and testing results and serve as DE’s expert witness in all applicable DSM proceedings before the Virginia State Corporation Commission and/or the North Carolina Utilities Commission.  This includes active support for both the Company’s DSM and IRP proceedings. This function will also require interrogatory support and other activities associated with regulatory proceedings.
  

Responsible for the development and publication of the annual third party consultant report that reflects the result of the Evaluation, Measurement, and Verification of DE sponsored DSM programs.
 
Coordinate with third party consultants to assure the activities described above are performed timely.

Required Knowledge, Skills, Abilities & Experience

Seven years or more of related experience.  Note:  A Master's degree can count towards one year of experience.

Knowledge of generation system planning methods and tools along with the concept of avoided generation capacity and energy costs.

Knowledge of electric customer demand and how those demand patterns change under various ambient and technological states.  

Experience in state and/or federal regulatory processes and proceedings are beneficial.

Experience as an expert witness, or clearly demonstrated proficiencies in the knowledge, skills, and abilities required of expert witnesses.

Well-developed oral and written communications, presentation, coaching, and teaching skills.

Problem solving and above average computer skills.

Education Requirements

Preferred Education:  Bachelor or Master Degree.  Demonstrated related experience may be substituted in lieu of preferred education.  
 

Preferred Disciplines:  Accounting, Economics, Finance, Data Science, Mathematics, Engineering.  Other disciplines may be substituted.
