We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Job Summary
The Dominion Energy Virginia Customer Rates team is seeking an analytical, detail-oriented individual with knowledge of and/or a desire to learn about the electric utility industry. This position will support Dominion Energy’s Virginia and North Carolina regulated electric utility business and will be based in Richmond, VA. This position’s primary responsibilities will include:
Developing and preparing technical analysis for the preparation of cost-of-service studies and ensure the timely completion of the same. Preparing cost allocation factors for use in the development of cost-of-service studies and in other regulatory proceedings. Maintaining and running cost of service-specific software to develop and produce reports. Overseeing, developing, and preparing regulatory filings, work papers, documentation, analyses, discovery responses, and testimony. Additional responsibilities include responding to various internal and external stakeholder requests for data; preparing, analyzing, and filing of reports with regulatory agencies; performing projections and analysis to assist the Company leadership team in developing regulatory strategies; monitoring surrounding utilities and states for regulatory trends and comparative analysis; providing research, or gathering supporting information, that may be presented to regulators, internal counsel, external counsel, and outside consultants; leading in the pricing and rate design of products, services, and cost recovery mechanisms; and communicating with and providing data to regulatory agencies. May testify as an expert witness in various regulatory proceedings.
Required Knowledge, Skills, Abilities & Experience
5+ years’ experience in state and/or federal regulatory cost of service study preparation and/or review, or equivalent experience.
- Demonstrated knowledge of accounting, cost allocation and cost of service concepts, analytical techniques, and regulatory issues.
- Outstanding analytical, computer, problem assessment, and problem-solving skills.
- Effective oral communication, written communication, presentation, coaching, and teaching skills.
- Strong Excel skills.
- Ability to evaluate and recommend courses of action, in response to inquiries.
- Ability to be an expert witness in regulatory proceedings.
The following knowledge, skills and abilities will be considered a plus:
- Skilled in performing studies on cost of service, cost allocation, and rate design.
- Knowledge of enterprise systems used for cost-of-service studies, customer contract activity and/or billing.
- General knowledge of electric utility business operations and services.

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:
