We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Job Summary

Dominion Energy seeks a NERC Reliability Compliance Consultant, “Consultant,” to join the NERC Enterprise Policy and Compliance (NEPC) team. The role is based in either Richmond, VA or Cayce, SC. The Consultant serves as an expert on NERC standards, the NERC Rules of Procedure, and NERC’s standing committees. The Consultant leads various strategic policy initiatives across Dominion Energy (DE), advocates externally for DE interests, and provides critical support to NERC compliance teams embedded throughout the organization, including Dominion Energy VA – Electric Transmission, Dominion Energy VA – Power Generation, Dominion Energy South Carolina, Nuclear, and Security. The Consultant plays a key role in coordinating and collaborating on the implementation of Dominion Energy’s NERC Compliance Program, with the overall mission of ensuring Dominion Energy’s electric grid remains reliable, secure, and compliant. 

Primary Responsibilities:

•    Policy Development and Advocacy – Leads internal engagement to gather input from key stakeholders and formulates Dominion Energy’s NERC policy positions. Actively represents and advocates for these positions externally in various forums, including with NERC, the Edison Electric Institute, the North American Transmission Forum (NATF), and the North American Generator Forum (NAGF). Submits ballot and comment positions on behalf of Dominion Energy in a timely manner. Builds a strong network of industry peers by engaging and presenting at applicable meetings and conferences. Shares relevant insights and developments with business area compliance teams to ensure alignment and awareness. Maintains DE NERC policy documents and leads a structured recurring review process to ensure accuracy, alignment, and relevance. Develops new program governance documents as necessary. 

•    Advisory Support – Conducts research and benchmarking to provide strategic compliance guidance on high-priority issues, often involving emerging standards or technologies. Supports business areas during internal and external audits by leading mock audit coaching sessions, advising on effective audit responses, and addressing inquiries related to DE’s NERC Compliance Program. Reviews self-reports and regulatory correspondence to ensure completeness and consistency across business areas prior to submission. Verifies that remedial actions and internal control enhancements effectively address root causes and mitigate the risk of recurrence. Shares key findings and lessons learned with other business areas to promote continuous improvement and organizational learning.

•    Communications and Training – Delivers updates to Dominion Energy executive leadership on NERC policy activities and standards development initiatives. Authors articles for NEPC publications and represents NEPC in various internal and external forums to raise awareness and educate stakeholders on NERC-related developments. Designs, develops, and maintains general training materials to support enterprise-wide understanding of the NERC Compliance Program.

•    Program Coordination, Collaboration, and Continuous Improvement – Facilitates regular meetings to ensure awareness of NERC policy developments across impacted business areas. Analyzes NERC Alerts, Guidance, and Lessons Learned and other relevant publications. Briefs business area compliance teams on key takeaways and collaborates on the implementation of new or enhanced internal controls. Champions improvements in registration processes, policy alignment, and procedural efficiency to strengthen the NERC Compliance Program. Promotes harmonized compliance processes and internal controls across business areas where appropriate to drive consistency and effectiveness.

•    Other – performs other duties as assigned.

Required Knowledge, Skills, Abilities & Experience

7+ years combination of electric utility or compliance related experience in a regulated environment. A minimum of 5 years of direct NERC compliance experience is required. Experience in both the NERC Operations and Planning (O&P) and Critical Infrastructure Protection (CIP) families of standards is preferred.

 

Specific knowledge, skills, abilities and experience:

  • In depth knowledge of NERC, the Regional Entities, and the NERC Reliability Standards.
  • Working knowledge of Bulk Power System (BPS) operations, planning, maintenance, and security functions.
  • Extensive knowledge of Dominion Energy business interests and able to independently coordinate to determine company positions is preferred but not required.
  • Ability to be diplomatic and persuasive. This includes respectful assertiveness to ensure compliance requirements are met by others while also considering the spirit and letter of the standards.
  • Strong attention to detail.
  • Must have excellent listening, verbal, and written communication skills.
  • Must have basic computer knowledge and skills including Microsoft Office Suite of products.
  • Must have strong analytical, organization, and administration skills.
  • Must be self-motivated; highly proficient at multitasking and prioritizing tasks; be positive and flexible in a changing environment; and work well with others.

 

Additional preferred skills include:

  • Technical Writing
  • Experience with SharePoint

Education Requirements

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:  Bachelor

Preferred Disciplines: Business, Economics, Engineering, Computer Science, Cyber Security, or other similar disciplines. Other disciplines may be substituted for the preferred discipline(s) listed above.
