We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Military service members and veterans with a rank of E-5 or higher plus appropriate equivalent combination of education and years of experience as outlined below will be considered for this opportunity.

Job Summary

Oversees implementation of Dominion's regulatory strategy. Has responsibility for development and preparation of regulatory filings and tariffs, work papers, documentation, analyses, discovery responses, and testimony. Represents Dominion to commission, staff, and consumer advocates. Ensures accuracy and quality control of testimony and discovery documents. Develops company position recommendations. Works with Law Department and business units to advocate Dominion's point of view. Provides training and leadership to staff. May coordinate internal and external audit, regulatory, and other reporting requirements. May perform studies on income, revenue, customer growth, and innovative approaches to rate design and unbundling. May lead in rate negotiations on cost of service, rate design, and/or fuel recovery. May support development of special contracts. May provide guidance or assign deliverables to company's operating and corporate groups, in response to regulatory case discovery. May develop cost of service and rate design to support energy choice. May be responsible for pricing and load forecast assumptions for financial forecasts. May be responsible for advising management on critical accounting issues. May represent Dominion in FERC and/or state proceedings establishing policies and/or reporting requirements.

Required Knowledge, Skills, Abilities & Experience

8-10+ years of relevant experience. 

  • Demonstrated ability to perform studies in cost of service, cost allocation, rate design, fuel recovery, or load management, preferred.
  • Knowledge of business and/or legal aspects of the regulatory case processes.
  • Proven leadership skills, with ability to effectively lead and direct staff.
  • Broad knowledge of regulatory rules and accounting requirements.
  • Ability to communicate verbally and in writing effectively, with previous experience preparing data and testimony for regulatory cases, and engaging in rate negotiations.
  • Analytical skills, with ability to define and analyze moderate to complex data.
  • Ability to define and present technical information.
  • Basic to broad knowledge of tax and/or financial concepts.
  • Rudimentary knowledge of operations and/or engineering concepts.

Education Requirements

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:

Bachelor

Preferred Disciplines: Accounting, Business, Economics, Engineering, Finance, Mathematics

Other disciplines may be substituted for the preferred discipline(s) listed above.
