Manager-Integrated Strategic Planning

Job Summary

This position manages and coordinates the modeling and analysis that determines Dominion’s generation growth capital and new infrastructure requirements. The modeling process ensures compliance with all the applicable laws and regulations while providing reliable, low risk, and low cost electricity to Dominion customers over the long run. This position represents the Company and its interests as the subject matter expert witness in VA and NC regulatory inquiries, proceedings and filings (such as rate case filings, CPCN/Rider filings, fuel cases) with respect to financial analysis that supports the customers’ needs and benefits.  In addition it prepares filings, fuel cases and riders for the regulators in VA and NC while also developing executive testimony and responding to interrogatories.  

The position also manages the modeling, financial and strategic analysis related to the Company's system capacity resource plan including risk assessment analyses, optimization analysis, rate analysis, and financial implications. Manages the production cost modeling activities used for mid-term generation forecasts and projected fuel expenses. Manages the processes required to maintain the short and long term models and to make modifications as appropriate with changing business requirements. Supports the financial and system impact analysis related to new generating units in resource certification proceedings. Provides the analysis to support or deny regulated acquisitions, power purchase agreements or generation asset sales.  Manages SERC, NERC, PJM and state regulation reporting requirements related to capacity and generation. The position also provides analytical support for long-term system environmental strategies, unit retirements, unit upgrades, unit optimization, fuel and power hedging strategies and system reliability improvements. Develops replacement power costs for existing generation units for capital, mission and financial analysis.

This position also ensures cross-organizational consistency across a multitude of strategic and planning activities. Prepares assorted strategic planning and financial deliverables for Corporate Strategic Planning leadership. Contributes to cross-functional efforts to evaluate and assess new and changing policy/regulatory initiatives to ensure alignment with growth plan. Establishes strong collaborative relationships with key stakeholder groups and individuals throughout the company, fully understands and takes into consideration the inter-dependencies, and the potential impacts of key externalities on growth plans.

Required Knowledge, Skills, Abilities & Experience

Basic Qualifications:

  • 8+ years of experience, preferrably related to knowledge of power generation markets, production cost forecasting, capacity resource planning, industry operating terms, generation equipment, utility rates, risk assessment, capacity markets or commodity markets;
  • Note: A partial year of related work experience of 6 months or greater will be counted as a full year towards the qualifications.


Knowledge, Skills & Abilities:

  • In-depth knowledge of the company’s financial statements and financial analysis;
  • Understanding of and compliance with NERC, FERC, public utility commission regulations and the PJM regional transmission organization;
  • Strong quantitative analysis skills and capabilities, skilled in developing strategic recommendations both long and short term;
  • Excellent public speaking skills required to prepare and present expert testimony and exhibits related to capacity/ generation planning and production costing in such cases as fuel factor filings, new generation certification filings, avoided cost filings and base rate filings;
  • Skilled in writing and developing testimony and providing interrogatory responses;
  • Essential leadership requirements include ability to manage multiple high priority high profile projects at the same time;
  • Experienced in dispatch and financial modeling, environmental regulations, various types of generation, developing various businesses scenarios and models and making long term strategic recommendations and proposals based on quantitative data. 
  • Military service members and veterans with a rank of E-5 or higher plus appropriate equivalent combination of education and years of experience as outlined above.
