Job Summary

The Manager-Environmental Regulations will lead a team supporting Dominion Energy’s offshore energy program. The team leads environmental permitting for offshore energy infrastructure currently under construction, and would be responsible for permitting of future offshore energy projects. This role includes both the offshore infrastructure and the onshore electric transmission infrastructure.The candidate must have experience obtaining federal, state, and local environmental permits for large infrastructure projects. Direct experience in National Environmental Policy Act (NEPA) and environmental permitting on the Outer Continental Shelf is preferred.

Specific responsibilities include:

  • Manages a team of technical, professional environmental staff to obtain appropriate environmental permits, develop and interpret scientific studies, maintain environmental compliance, and create corporate environmental regulatory positions across all business areas and environmental media types (e.g., air, water, groundwater, land, biological, ecological, solid and hazardous waste, chemical storage, toxicological, environmental justice, or similar environmental programs).
  • Leads discussions and negotiations with key regulatory and government officials to influence major environmental regulatory and policy issues and environmental permitting and compliance issues.
  • Supports compliance strategies on proposed and approved regulatory requirements and its impact on Dominion Energy and would represent Dominion Energy on industry committees and environmental agency regulatory development groups.
  • Manages operating and capital budgets to ensure cost-effective compliance with environmental requirements, and to accomplish company business objectives.

Required Knowledge, Skills, Abilities & Experience

Significant relevant experience (8+ years;  A Master's degree will count as one year of experience.  A partial year of six months or more will be rounded up to one year of experience).

Specific knowledge, skills, abilities and experience include:

  • Expert knowledge of federal and state environmental regulations applicable to offshore development (e.g. National Environmental Policy Act, Marine Mammal Protection Act, etc.)
  • Experience in project management. 
  • Strong team-building skills.
  • Excellent technical writing, public speaking, and communication skills.
  • Well-developed negotiation skills.
  • Excellent interpersonal skills, to interface effectively with internal and external stakeholders, during regulatory processes.
  • Excellent employee leadership skills.
  • Ability to work and develop rapport with all levels of management and staff.
  • Ability to represent the company in public forums.
  • Ability to manage multiple priorities.

Education Requirements

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor or Master

Preferred Discipline(s):  Environmental Science or Environmental Engineering or other Environmental degree

Note:  Master's preferred in Environmental Science or Environmental Engineering
