Job Summary
This position will be filled at the level commensurate with the successful candidate's qualifications.
Position has responsibility for evaluating assigned projects to determine environmental permitting requirements, obtaining environmental permits for projects, providing environmental compliance support, and coordinating with Dominion Energy development and project teams. Primary focus is environmental due diligence and construction permitting support for solar development and other renewable energy projects, but work will involve other duties as assigned.
Job duties include:
- Review projects under consideration for development or acquisition by Dominion Energy for compliance with applicable environmental laws and regulations.
- Determine environmental permit applicability for assigned projects with specific knowledge of Section Clean Water Act 404/401, Endangered Species Act Section 7, National Historic Preservation Act Section 106, Erosion and Sediment Control, and Stormwater Management Programs;
- Prepare applications and secure environmental permits or clearances required for construction;
- Communicate environmental compliance requirements to project teams and field personnel;
- Provide technical assistance to sites/projects for environmental compliance;
- Provide interpretation of environmental permits and regulations to ensure that compliance dates and requirements are met;
- Conduct problem analysis and developing compliance strategies;
- Prepare compliance tools and conduct training as requested;
- Write and edit reports related to environmental programs;
- Carry out communication and coordination with regulatory agency representatives, negotiate permit conditions, represent Dominion Energy during regulatory inspections, and other regulatory meetings;
- Manage oversight, tracking, and assignment of compliance and permitting tasks for multiple facilities/projects
- Manage oversight and technical direction of contractors and consultants including preparation of scopes of work, purchase requisitions, permit applications, permit support materials, and invoice approval;
- Represent company before regulatory agencies, industry groups, and the public on environmental issues.
- Adhere to Dominion Energy environmental policy, guidance, and work practices;
- Adhere to Dominion Energy safety rules and safety performance expectations.

Required Knowledge, Skills, Abilities & Experience
Environmental Specialist II - 2-3 yrs directly related experience (Note: A Master's degree will count as one year of experience. A partial year of six months or more experience will be rounded up to one year)
Environmental Specialist III - 5-7 yrs directly related experience (Note: A Master's degree will count as one year of experience. A partial year of six months or more experience will be rounded up to one year)
Specific knowledge, skills, abilities and experience include:
- Experience with related environmental permitting in the state of Virginia is highly preferred.
- Experience with permits related to wetlands (including threatened and endangered species and cultural and historical resource coordination), erosion and sediment control, and or stormwater management experience preferred.
- Full cycle environmental permitting experience that includes determination of need to obtaining related permits is desired (start to finish).
- License or ability to obtain a license to operate a motor vehicle is required.
- Ability to work in both office setting and at industrial sites is required.
- Ability to work outdoors in potential weather extremes (heat, cold) is required.
- Regulatory agency experience or experience representing an organization with regulatory agencies is a plus.
- Environmental permitting experience in multiple states is a plus.
- Experience overseeing consultants and strong negotiation skills are a plus.
- Demonstrated ability to effectively manage details, multiple tasks, and hard deadlines is essential.
- Excellent communication skills (written and oral) and ability to effectively work in team environment are essential.
- Effective computer skills (MS office) and ability to work with electronic record management systems are essential.
Education Requirements
Bachelor Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education
