Job Summary

Dominion Energy’s Power Generation Outage Management organization is seeking a Technical Consultant of Outage responsible for the leadership of planning and executing outage management processes at multiple assigned facilities.  The traveling Technical Consultant position will be primarily supporting the fleet.  The positions work location will be located at 600 Canal Place.  It requires the individual to be willing to travel, detailed oriented, juggle multiple plants, directing teams, major experience in maintenance & operation processes, fleet planning, fleet strategies, proper risk evaluation, coordinate, lead, budget management, and outage reporting of activities in a manner which utilizes resources to ensure plant reliability.  This individual works closely with multiple plant resources, operations, and capital projects to help develop work to be executed during outages.  The individual will report to a Supervisor of Outage Management to support the development of the budget, scope, schedule, outage planning & execution.

Other duties include, but are not limited to:

  • Ensuring compliance with regulatory and company policies, productivity and safe operating performance.
  • Works closely with the Supervisor of Outage Management to develop the Outage plan to ensure actions required are adhered to, completed on time and the planning/scheduling of Outage SAP Orders.
  • Fleet planning short and long term.
  • Special Projects
  • Support multiple outages in the fleet and work with outage support teams.
  • Develops Outage work scopes, plans and coordinates contractor Outage activities.
  • Ensure compliance during the outage planning and execution
  • Responsible for ensuring maintenance technical information and manuals are updated and available; applies knowledge of resource availability to foster efficiency and safety during the Outage.
  • Conducts job walk downs prior to schedule development, supports Work Orders/Work Notifications closeout and documentation and verifies the availability of parts and tools for emergent requests.  
  • Accountable for meeting safety and environmental goals and various other requirements to include training, obtaining work permits, conducting critical inspections, job observations, housekeeping, reporting hazards or other issues.
  • Assists with daily pre/post-Outage meetings and prepares technical reports for multiple groups.  
  • Makes recommendations and procures equipment, material and services per plant specifications and procedures.
  • Supports maintenance material, receiving and staging for Outages.  
  • Provides input into the development of detailed schedules for Outages using appropriate scheduling software.
  • Assists in developing 6-year Outage plans and scheduling and tracking goals during Outages.
  • Assists in preparing annual budgets and outlooks/spending forecasts.
  • Uses the Management of Change Process to develop, document, and implement plant Process Safety Management changes.
  • Trends critical path activities.
  • Coordinates work and resources with various station groups; maintains proper foreign material exclusion.
  • Assures all NERC, Title V, and etc. regulatory compliance are understand and followed.
  • Develops recommendations to improve Outage schedules and Outage Planning Standards.
  • Meets with craftsmen and supervisors as needed and ensures that requirements and work needs are being addressed.
  • Prepares, asked to conduct, and lead Outage meetings if Supervisor is not available to communicate safety, environmental, work to be completed, scope, schedule, and budget status in an organized professional atmosphere.

Required Knowledge, Skills, Abilities & Experience
  • Requires a minimum of 8 years’ experience in Outage Planning and/or Station Maintenance process plus Bachelor's degree (or equivalent demonstrated experience.)
  • Preferred experience with, but at least a working knowledge of the Outage planning process, the planning scheduling of Outage SAP orders and Outage standards and understanding of the Outage Management process.
  • Preferred technical experience with major Steam and Gas turbine outages. 
  • Previous maintenance or operations experience required (15+ years desired).
  • Knowledge of environmental laws, ability to develop environmental analysis forms and interface with the Station's Environmental Compliance Coordinator (ECC) to address concerns and risks.
  • Knowledge of the operation, maintenance and repair of power generation related equipment and components.
  • Working knowledge of Supply Chain Management (SCM) procedures and procurement process.
  • Knowledge of company software and systems used for scheduling Outages.
  • Knowledge of SAP tools desired.
  • Knowledge and work experience with project scope and development.
  • Effective communication skills, both orally and in writing.
  • Self-motivated, bias for action, skilled in leading and fostering cooperation without formal authority.
  • Demonstrated leadership skills with steam/gas turbine outages, planning and forecasting.
  • Detail oriented; excellent planning and organizational skills.
  • Skilled in the utilization of MS Office Suite (intermediate to advanced skills in Excel, a plus), cost tracking, planning backlog and work orders.
  • Ability to create Preventative Maintenance requests for equipment.
  • Ability to create maintenance plans for outage related work.
  • Ability to read, interpret and communicate P&IDs, pipe and equipment specifications.
  • Ability to analyze events to develop recommendations and methods for improvement.
  • Previous power plant experience strongly preferred.
  • Previous supervisory or Project Management experience preferred.
  • Prior experience in Outage planning and /or scheduling preferred.
  • Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications.

  • Bachelor Degree, or equivalent experience and training in Engineering, Engineering Technology, or Project Management.  Other degree programs or related equivalent planning work experience (12 years) may be accepted in lieu of preferred level of education.
