Engineer II/III - Project Construction

Job Summary

**There are two positions available for an Engineer II or Engineer III, which will be filled at the level commensurate with the successful candidate's education, experience, knowledge, skills, and abilities**

The Engineer II/III will be part of a multi-discipline solar construction and electrical substation design, construction, and commissioning team.  The candidate will focus on the design, construction, commissioning, and operations support for grid connected solar project substations (interconnection generation stations).  The candidate will support design and construction activities by performing advanced engineering studies, analyses, modeling, construction reviews, managing requests for information and non-conformance processes, and project documentation closeout.

The selected candidate should have a strong electrical engineering background with 115-300 kV high voltage electrical 3-phase power, high voltage electric power systems design & analysis; with the desire and ability to become familiar with the civil and mechanical aspects of substation construction including site pad development, drilled piers, concrete foundation design, and erection of substation components.

In this role, the incumbent is responsible for effective and efficient use of company and contractor resources with emphasis on safety, customer satisfaction, quality improvement, cost control, adherence to schedule, and regulatory compliance.  Seeking candidate who can communicate effectively and encourage team member participation in a collaborative design and construction process.

Job Responsibilities:

  • Ensures proper safety and work procedures are followed.  
  • Work collaboratively with Regional PJM, Dominion Energy Electric Transmission & Dominion Energy Electric Distribution, Dominion Energy Solar Operations.
  • Maintain and manage e-room RFI & NCR data base and contractor responses.
  • Review EPC power system modeling calculations & studies: load flow, voltage analysis, protection & coordination, grounding, battery sizing, arc flash.
  • Perform/support evaluation, design, engineering, and support activities related to utility substation design, construction, and commissioning activities.
  • Experience with power system analysis software tools used for power system modeling (i.e. short circuit, power flow, protection coordination).
  • Proficient at analyzing all aspects of three-phase AC power flow.
  • Knowledge of substation equipment/operations, relay operations, and power station equipment.
  • Proficiency in power system modeling software: ETAP, PSS/E, PSCAD, ASPEN, MATLAB, Open DSS preferred.
  • Programming skills for automation of system studies (e.g., Python, C#, SQL, Visual Basic, etc.).
  • Verification of substation design and component sufficiency through documentation review, comparison of settings and other data, and identification of equipment inspections. 
  • Provides engineering support for substation workforce including system protection, commissioning, field technicians and construction managers.
  • Manage and verify information related to substation design and construction quality standards.
  • Performs inspection and walkdown of substation equipment and facilities following construction and commissioning.
  • Provides technical advice to management and operations on substation design, construction, and operations topics.  
  • Coordinates review and evaluation of project EPC design, construction, and commission submittals. 
  • Electrical control systems (electrical controls and motors, motor controls and starters, relays, overloads, control circuits, etc.).
  • Perform other duties as requested or assigned.

 

 

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities, and experiences required for entry into this job include the following:

Engineer II: 3+ years of relevant engineering experience  in the Electric Utility Industry, Engineer-Procure-Construct (EPC), Owner’s Engineer, Consulting Engineering, or Electrical Utility Transmission System and/or Substation environment.

Engineer III: 5+ years of relevant engineering experience in the Electric Utility Industry, Engineer-Procure-Construct (EPC), Owner’s Engineer, Consulting Engineering, or Electrical Utility Transmission System and/or Substation environment.

*Note: Please see additional required engineering criteria below in Education Requirements; A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications; A master’s degree can count as one year experience

  • Full knowledge of engineering theories and principles.
  • Ability to think analytically and solve complex problems.

Note: A partial year of related work experience of 6 months or more rounds to one full year of qualifications.

Education Level:

Required: Bachelor's degree in Engineering

Preferred Discipline: Electrical

REQUIRED ENGINEERING CRITERIA: 
 For placement of a candidate in the Engineer job series, the following criteria must be met: 

Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or 

Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or 

Possess a 4-year engineering degree from a non-ABET accredited program and a postgraduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or 

Possess a 4-year degree in Physics, Chemistry, Math or Engineering Technology and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or 

Holds or has previously held a valid U.S. Professional Engineer license.

Licenses, Certifications, or Quals Description

Depending on functional responsibilities and location of position must review ANS 3.1 12/79, ANSI N18.1-1971 or ANSI/ANS 3.1-1993 and DOM-QA-1 as appropriate.
