Job Summary


Dominion’s ET System Operations Engineering department is seeking a motivated Electrical Engineer to support the Company’s evolving transmission system.    The position will be filled as an Engineer II or III, based on the successful candidate's qualifications. 


The primary responsibilities for this role include the configuration, administration, and maintenance of Energy Management System (EMS) network applications as well as the development of Synchrophasor-based applications for use in real-time operations. Other projects include the development of operator tools and displays to increase situational awareness in the System Operations Center. This role is the top progression level position in the engineer series and requires an individual who can apply a diversified knowledge of engineering principles and experience to major projects that have a significant impact to the system.  The incumbent will be expected to provide technical expertise and team leadership as needed and will need to be comfortable working in a team-oriented environment.


  • Coordinate with and provide technical assistance to various engineering, operations personnel, and field teams to fully maintain EMS network applications
  • Monitor real time network applications to provide accurate state estimation
  • Work with vendors and Operations personnel to develop advanced EMS network and Synchrophasor -based applications
  • Perform the maintenance of contingency definitions and external network topology
  • Participate in various company teams and industry-level organizations to enhance Electric Transmission’s System Operations performance.
  • Participate in trade and industry organizations and benchmarking activities.
  • Perform other duties, as requested or assigned.



Required Knowledge, Skills, Abilities & Experience


Engineer II: 3+ years of relevant engineering experience 


Engineer III: 5+ years of relevant engineering experience OR 5+ years of research engineering work experience on directly related projects for the electric utility industry. Work on such projects may be accomplished as part of an Electrical or Computer Engineering PhD program on its own (5+ years in duration) or in combination with additional research engineering work experience on directly related projects for the electric utility industry.


*(Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications)


For both positions:

  • Comprehensive understanding of AC/DC fundamentals including three-phase power systems
  • Thorough understanding of the principles of Power Systems stability and control
  • Programming skills (e.g., MatLab, Python, .NET, C#, etc.). are required
  • Experience with EMS network applications is required
  • Experience with Synchrophasor technology is required
  • Experience with GE/ALSTOM e-terra platform highly desired
  • Research paper publications in dynamic state estimation highly desired
  • Demonstrated resourcefulness in developing system applications from diverse and indirect data and information sources preferred
  • Equally effective working independently or in a team environment
  • Strong oral and written communication skills, including technical writing
  • Strong time management skills with the ability to independently plan and organize work assignments
  • Ability to think analytically and solve complex problems
  • Ability to interpret codes, regulations and practices
  • Military service members and veterans with ranks from E3-E5, W1-W2, or O1-O3;  E5-E9, W1-CW5, or O3-O6 plus appropriate equivalent combination of education and years of experience as outlined (above/below).

Education Requirements


  • ABET-Accredited Electrical / Computer Engineering degree is required or Current (or previously held) valid U.S. Professional Engineer license. *Please see required Engineering Criteria for placement in engineering series
  • This requisition is considering upcoming graduates up to August 31st, 2022 with a post-graduate degree



 For placement of a candidate in the Engineer job series, the following criteria must be met: 


  • Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or 
  • Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or 
  • Possess a 4-year engineering degree from a non-ABET accredited program and a postgraduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or 
  • Possess a 4-year degree in Physics, Chemistry, Math or Engineering Technology and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or 
  • Holds or has previously held a valid U.S. Professional Engineer license.

Licenses, Certifications, or Quals Description

Depending on functional responsibilities and location of position must review ANS 3.1 12/79, ANSI N18.1-1971 or ANSI/ANS 3.1-1993 and DOM-QA-1 as appropriate.
