We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Job Summary

This position is for an Onshore and Offshore/Nearshore Project Engineer II to represent Dominion Energy for the Coastal Virginia Offshore Wind (CVOW) Project. The CVOW project entails the construction and installation of 176 wind turbine generators and associated equipment and cables off the coast of Virginia Beach, Virginia as well as the onshore transmission network scopes. 

The Project Engineer II will support the Onshore Construction Project Manager (shore landing and cable jointing) and Offshore Construction Project Manager (offshore export cables) and will report to the Manager – Site Construction, Onshore Scopes. 

Responsibilities include the engineering technical support, project engineering, and support of scope packages including manufacturing, construction/installation including design changes associated with field changes, testing, and commissioning and coordination in-between each of these project life cycles. 

Day-to-day interaction with the Dominion Energy Electric Transmission team, offshore construction contractors, equipment manufacturers and suppliers, the site construction teams, the CVOW Commissioning Manager and team, and the CVOW Quality Assurance/Quality Control (QA/QC) Manager and team will be required to ensure all equipment is transported, installed, and commissioned, as required, and all sites (onshore and nearshore) are constructed, tested, and commissioned in a timely manner. 

Daily work will include interaction with the onshore construction project manager and with multiple contractors to ensure the design, manufacturing, construction, commissioning, and testing activities meet Dominion Energy’s requirements of the CVOW Project. 

 

RESPONSIBILITIES: 

Technical support of the onshore and offshore/nearshore transmission and cabling packages during the construction, QA/QC, testing, and commissioning phases of the project and support the interface between the onshore and offshore/export cables package managers. 

Support, with emphasis on technical scopes, all phases of the project for each onshore and nearshore package including coordination between packages during construction, permitting, transportation, installation, and commissioning. 

Monitor and report the status of manufacturing and construction activities based on field observations, feedback from the construction team, and in support of interfaces between contractors. 

Support and work with the onshore construction project manager for works associated with the technical scope and address issues arising during construction of the onshore and nearshore interfacing scopes, including, but not limited to the cable landing, jointing, testing, and energization activities. 

Develop collaborative relationships with the Dominion Energy Electric Transmission underground engineering, Transportation and Installation Project Engineers, Interface Project Manager, and Commissioning Manager and team regarding the technical scope of work, alignment on the requirements of each scope of work, and to identify and close technical gaps at these interfacing points. 

Provide support to the project team and assist in resolving technical, construction, commissioning, and warranty issues. 

Required Knowledge, Skills, Abilities & Experience

3+ years of related experience with complex engineering projects in the same or related domain. 

Solid knowledge of project engineering principles, methodologies, tools, and best practices, and applies them to solve project problems and issues. 

Demonstrates skills in leading, motivating, and coaching project teams and stakeholders, and in managing changes, risks, and uncertainties. 

Communicates clearly and professionally with diverse audiences, using appropriate verbal, written, and visual techniques. 

Ability to initiate, plan, execute, monitor, control, and close complex engineering projects within time, cost, and quality constraints, using project engineering tools and software. 

Ability to create and sustain a positive project culture, adapt to changing project requirements and environments, and implement lessons learned and best practices. 

 

PREFERRED QUALIFICATIONS: 

Experience with project engineering, budgeting, scheduling, and risk analysis. 

Knowledge of power generation, transmission, distribution, and energy markets. 

Ability to communicate effectively with internal and external stakeholders, both verbally and in writing. 

Proficiency in Microsoft Office applications, such as Word, Excel, PowerPoint, and Outlook. 

Demonstrated leadership, teamwork, and problem-solving skills. 

Experience with electrical power transmission, cables (buried, underwater), cable jointing, marine-based installations, and/or other heavy industrial design and construction is preferred, but not required. 

Working knowledge of large-scale transmission, electrical, mechanical, and controls systems. 

Proficiency in interpreting technical drawings, specifications, calculations, and other documents. 


REQUIRED ENGINEERING CRITERIA: 
 
For placement of a candidate in the Engineer job series, the following criteria must be met: 
 
Possess a 4-year Engineering degree from an ABET accredited Engineering program based on the year that the Engineering program was accredited by ABET, or 

Possess a 4-year Engineering degree from an institution outside of the U.S. which is accredited through the country's own Engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or 

Possess a 4-year degree in Engineering (non-ABET accredited), Physics, Chemistry, Math or Engineering Technology and a post-graduate Engineering degree from an institution where the undergraduate degree in the same Engineering discipline is ABET-accredited based on the year the Engineering program was accredited by ABET, or

Holds or has previously held a valid U.S. Professional Engineer license.

Licenses, Certifications, or Quals Description

For Nuclear purposes only:  ANSI 3.1-2014, Section 4.6.1 (must be documented on form HR-AA-101)

Education:  Baccalaureate degree in Engineering or related science (Physics, Chemistry, Math, Engineering Technology acceptable if all other pieces of the third prong of the Required Engineering Criteria listed in KSA section are met).

Minimum Experience for the position:

Related experience which shall include 2 yrs; Nuclear power plant experience to include 1 yr.

Note:  Years of experience in job summary exceed the ANSI requirement for related experience (3+  years required for Engineer II).
