Job Summary

This role administers and implements external outreach efforts for established Energy Assistance programs designed to educate and assist financially at-risk, low income and other vulnerable customers with management of their energy expenses. Responsible for promotion of company's bill payment assistance programs such as the Percentage of Income Payment Program (PIPP), the company's billing and payment assistance programs including the EnergyShare program as well as information about other non-profit energy assistance programs that may be available. May provide information on the energy conservation programs related low-cost ways to save. Coordination and facilitation of agency summits, workshops, and training sessions for various audiences, educating partnering agencies, stakeholders, and team members on navigating complex billing, payment and credit policies including agency caseworker adminstration of customer eligibility. Fostering partnerships with service providers and ensuring eligible individuals, households and agencies receive timely support. Creates and maintains a favorable public image for the company in conveying information through presentation and face-to-face interactions by participating in community and other external organization events for the target audiences. Represent the company in media interviews, serving as a spokesperson to highlight the company’s commitment to supporting vulnerable communities through energy assistance programs ensuring company messages are conveyed consistently and accurately. Further responsibilities include analyzing past attendance and demographic data to identify areas that can benefit from outreach programs, developing reports for management on the effectiveness of outreach efforts, planning event schedules, and operating within budget guidelines.

Required Knowledge, Skills, Abilities & Experience

2-3+ years of experience working on an energy assistance team, with demonstrated knowledge and skills in program adminstration. 

  • Excellent communications skills, including public speaking and writing, for a diverse mix of communication channels and audiences.
  • Experience as an official spokesperson for a company, agency or organization is highly preferred.
  • Hands-on experience working with partnering agencies that administer bill payment programs, including established relationships that have fostered trust within the community.
  • Experience in training facilitation, policy interpretation, and contract administration.
  • Well-versed in Virginia and North Carolina energy assistance programs; Low Income Home Energy Assistance Program (LIHEAP), Percentage of Income Payment Program (PIPP), EnergyShare and other energy assistance programs offered by Dominion and external organizations.
    In-depth knowledge and experience with external agency portal and the interaction of bill assistance pledge and payment process.
  • Proven ability to engage and collaborate with stakeholders to drive program effectiveness.
  • Strong leadership and self-management skills, with ability to prioritize tasks independently.
  • Demonstrated expertise in facilitating large training sessions and public speaking for diverse audiences, with a focus on energy assistance programs, credit policies, and available resources.
  • Comfort and professionalism in representing the company in media interviews and public forums.
  • Willingness to work unusual hours, including evenings, weekends and holidays, to meet program needs and outreach efforts.
  • Knowledge of basic personal computers and their applications.
  • Demonstrated teaming skills and extensive knowledge of company policy and procedures including credit policy, payment plans, programs, conservation programs, etc.
    Strong verbal and written communication skills.
  • Demonstrated ability to communicate effectively and develop rapport with variety of publics.
  • Experience in SAP ISU/S4 functional arears such as FICA, HANA.
  • Must possess a valid driver’s license.
  • Ability to work outdoors in potential weather extreme (heat, cold) is required.
  • Must be able to lift boxes that are 15-20+ lbs.
