ET Analyst or Senior ET Protection & Control System Field Compliance Analyst

The company is actively seeking the United States military veterans and service members who meet the qualifications outlined below.
 

This position will be filled as an ET Protection & Control System Field Compliance Analyst or Senior ET Protection & Control System Field Compliance Analyst, based on the qualifications of the successful candidate.

Job Summary

Job duties for both roles will include:

Responsible for developing and maintaining awareness of regulatory requirements, industry trends, and potential impacts to ETFO’s Cyber Compliance Program.  Incumbents are expected to be capable of completing time-sensitive tasks and assignments with limited supervision and direction.  Must utilize critical thinking skills and apply Human Performance tools to all tasks and assignments.
Support the installation and maintenance of protective relay equipment, SCADA, network and security equipment in Power Delivery systems. Coordinate patch management and cyber asset management activities by attending periodic meetings to ensure asset updates are effectively documented and communicated. Maintain awareness of ETFO Cyber Compliance Program updates and regulatory requirements.
Analyze potential cyber security incidents, security alerts and perform security assessments under the direction of team leads and management. Participate in annual cyber security incident response exercise to ensure readiness and preparedness of ETFO’s cyber security and incident response program.
Coordinate with IT for firewall rule change requests and network equipment implementation on the control system network as needed. Coordinate with substation engineering, field personnel, and operation centers to complete scheduled compliance activities as needed. Schedule maintenance activities using the outage application. Must have the ability to forecast upcoming deadlines and schedule accordingly. Develop and track mitigation plans for updates that will not be implemented in accordance with NERC Patch Implementation requirements. Develop and revise baseline configuration documentation as needed per NERC CIP requirements. Perform other duties as requested or assigned.

 

• ET Protection & Control System Field Compliance Analyst:
This role works under limited direction of management and team leads to execute cyber security initiatives in accordance with the Electric Transmission Field Operations (ETFO) Cyber Compliance Program. Utilize cyber security systems deployed in protection of ICS/DCS assets, including asset inventory systems, change management, patch management, file integrity, anti-virus, whitelisting, and firewall rule request applications.
Utilize remote engineering applications to perform compliance and troubleshooting activities. (ESNET, Power System Center).

 

 

• Senior ET Protection & Control System Field Compliance Analyst:
Work closely with management & team leads to ensure cyber security related activities are conducted in accordance with the Electric Transmission Field Operations (ETFO) Cyber Compliance Program.  Provides training to field personnel on cyber security and compliance initiatives, applications and tools.  Administer and maintain cyber security systems deployed in protection of ICS/DCS assets, including asset inventory systems, change management, patch management, file integrity, anti-virus, whitelisting, and firewall rule request applications. Evaluate, integrate and enhance remote engineering systems (ESNET, Power System Center). Provide day to day monitoring, surveillance, and troubleshooting of cyber assets. Actively review, analyze, and investigate logs, events, and alerts for potential security breaches and follow incident response procedures. Provide ongoing support for the ETFO Cyber Vulnerability Assessment tool for assets in an Industrial Control System (ICS) environment. Ensure that security patches are evaluated and implemented, as required. Utilize network discovery tools to detect active devices and identify communication paths in order to verify that the discovered network architecture matches the baseline documentation. Use of network discovery tools to discover open ports and services.

Required Knowledge, Skills, Abilities & Experience
  • ET Protection & Control System Field Compliance Analyst: 4+ years of experience in Information Technology/Operations Technology (IT/OT), cyber security, firewall rule development, and management of Windows operating systems security – or – 4 years of a combination of this experience and ICS experience.
  • Senior ET Protection & Control System Field Compliance Analyst: 5+ years of experience in Information Technology/Operations Technology (IT/OT), cyber security, firewall rule development, and management of Windows operating systems security – or – 5 years of a combination of this experience and ICS experience.
  • Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications. A Masters Degree can count as one year experience. 

 

Preferred Knowledge, Skills and Abilities

  • Must have a general ‘hands on’ understanding of cyber security processes and technologies, malware prevention.
  • Must have some experience with security technologies including; firewalls, logging and monitoring tools, antivirus tools, malware prevention, incident response and recovery tools, asset inventory systems.(Senior ET P&C System Field Compliance Analyst will also be responsible for incident analysis, root cause analysis, and problem resolution.)
  • Must have a good understanding of NERC CIP standards and requirements.
  • Must have a good understanding of ETFO Cyber Security program and its application.
  • Must have an understanding of ICS networks while applying cyber security controls.
  • Must have an understanding of automated and manual patch management systems.
  • Experience in security aspects of multiple platforms, operating systems, software, communications, and ICS network architecture.
  • Must have an understanding of vulnerability assessment tools (i.e. NMAP, NESSUS, and Wireshark).
  • Must have an understanding of multiple Substation Communication architectures and Relay protection platforms.
  • Must have an understanding of substation awareness including a working knowledge of substation design, architecture, physical security measures, electronic security measures, and safety best practices.
  • Must have the ability to adapt to rapidly changing technology and regulatory requirements to meet business needs.
  • Strong level of commitment to meeting compliance deadlines.
  • Excellent analytical and problem-solving skills.  Ability to work independently and in a team environment to identify errors and implement solutions with under the direction of senior team members.
  • Demonstrated leadership and interpersonal skills. (Senior ET P&C System Field Compliance Analyst requires strong leadership and interpersonal skills.)
  • Competency in verbal and written communication skills. (Senior ET P&C System Field Compliance Analyst requires strong verbal and written communication skills.)

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:
