We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Job Summary

Dominion Energy seeks an experienced state regulatory attorney with the skills and demeanor to work directly with regulatory and business unit teams to accomplish Company regulatory goals.  This position can be filled at either the Counsel or Senior Counsel level.

This position will perform the following duties:
 

  • Provide legal advice and represent Dominion companies.
  • Coordinate and litigate cases before state regulators, with an emphasis on utility cost recovery, affiliate transactions, rulemaking, integrated resource planning, transmission and distribution siting approval, and facility permitting, including associated environmental impacts reviews. 
  • Draft, review and negotiate legal documents such as regulatory applications, testimony, pleadings, briefs, contracts and other regulatory-related documents.
  • Counsel and advise clients on legal and regulatory matters and develop strategies within the overall business plan context.
  • Monitor state and federal legislative and regulatory actions, court decisions, and company business practices, and advise clients concerning relevant developments.
  • May train or provide work direction to less-experienced lawyers.
  • Direct, monitor, and coordinate outside counsel and internal resources who provide legal services. This will include responding to discovery, hiring outside experts, coordinating company experts, preparing witnesses for hearings, and overall responsibility for developing strategy for hearings or settlement.
  • Will report to the Deputy General Counsel, State Regulatory.
     

Required Knowledge, Skills, Abilities & Experience

Counsel:  3+ years legal experience related to the above responsibilities.

Senior Counsel:  7+ years legal experience related to the above responsibilities.

Specific knowledge, skills, abilities and experience include:
 

  • Significant state regulatory experience preferred. 
  • Experience with understanding and implementing strategic business values and objectives.
  • Excellent analyst, advocate, and presenter of legal points, both through oral advocacy and legal writing.
  • Proven ability to develop and manage complex legal cases and projects.
  • Exhibits good people skills, business sense, and awareness of the industry.
  • Independent judgment, and initiative, and ability to work directly with clients and develop and maintain positive relationships with internal clients as well as with individuals outside the company.
  • Ability to participate in team environment and work effectively with team members.

Education Requirements

Law Degree (J.D.) from an American Bar Association accredited law school is required.

Active member in good standing with a mandatory state bar organization.
 

Licenses, Certifications, or Quals Description
