Job Summary
Dominion Energy (DE) seeks a Counsel to join the NERC Enterprise Policy and Compliance (NEPC) team. The role is based in Cayce, SC or Richmond, VA. The Counsel serves as an expert on NERC compliance, provides legal support for the DE NERC Program, and leads various strategic policy initiatives across DE. This includes advocating externally for DE interests and supporting NERC compliance teams embedded throughout the organization, including DEV-Electric Transmission, Power Generation, Nuclear, Cyber and DESC.
Primary Responsibilities:
Legal – provides legal support for the DE NERC Program. This includes performing legal reviews of self-reports and other regulatory submittals, applying and managing data holds, reviewing contract language pertaining to NERC impacted procurements, facilitating witness preparation sessions for DE subject matter experts, managing regulatory filing processes, and reviewing settlement negotiations.
Policy Development and Advocacy – Leads internal engagement to formulate DE’s NERC policy positions. Actively advocates for these positions externally in various forums (NERC, EEI, NATF, NAGF, etc.) Submits voting positions on behalf of Dominion Energy. Builds a strong network of industry peers by engaging at applicable conferences. Shares relevant insights and developments across the DE NERC program to ensure awareness. Maintains DE NERC policy documents and develops new program documents as necessary.
Advisory Support – Conducts research and benchmarking to provide strategic compliance guidance on high-priority issues, often involving emerging standards or technologies. Supports business areas with mock audit coaching sessions, self-report reviews, and advice on effective responses to regulators. Verifies that remedial actions effectively address root causes and mitigate the risk of recurrence.
Communications and Training – Delivers updates to DE executive leadership on NERC activities. Authors articles for publications and represents DE in various internal and external forum. Designs, develops, and maintains general training materials to support the NERC Compliance Program.
Program Coordination, Collaboration, and Continuous Improvement – Facilitates regular meetings to ensure awareness of NERC policy developments. Analyzes and provides briefings on NERC activities and publications. Champions continuous improvement and harmonized approaches to drive consistency and effectiveness.
Required Knowledge, Skills, Abilities & Experience
Counsel - 3+ years combination of electric utility, legal, or compliance related experience in a regulated environment.
Sr Counsel - 5+ years of above experience.
A minimum of 3 years of direct NERC compliance experience is required. Experience in both the NERC Operations and Planning (O&P) and Critical Infrastructure Protection (CIP) families of standards is preferred.
In depth knowledge of NERC, the Regional Entities, and the NERC Reliability Standards.
Working knowledge of Bulk Power System (BPS) operations, planning, maintenance, and security functions.
Extensive knowledge of Dominion Energy business interests and able to independently coordinate to determine company positions preferred but not required.
Ability to be diplomatic and persuasive. This includes respectful assertiveness to ensure compliance requirements are met by others while also considering the spirit and letter of the standards.
Strong attention to detail.
Must have excellent listening, verbal, and written communication skills.
Must have basic computer knowledge and skills including Microsoft Office Suite of products.
Must have strong analytical, organization, and administration skills.
Must be self-motivated; highly proficient at multitasking and prioritizing tasks; be positive and flexible in a changing environment; and work well with others.
