Job Summary
Work with the project management team to develop, implement and coordinate planning, estimating and cost controls for electric distribution construction projects. Review cost estimates and monitor detailed electric distribution construction project schedules. Develop and maintain cost plan based on approved estimates and schedules. Monitor actual project cost and/or work status data to ensure project is proceeding on schedule and within budget. Ensure projects are correctly setup in the work management system. Prepare budgets and analyze monthly cost reports. Implement, evaluate, and monitor controls systems. Communicate with contractors and company personnel on cost control matters. Ensure project invoicing is compliant with current contracts and the most economical options are billed. Interface with other departments to coordinate and integrate support requirements for the project budget. Evaluate project field and scope changes for impact on cost and/or schedule and update project budgets. Assist with spend analysis for Purchase Order increases. Ensure Electric Distribution stays in an audit ready position. Provide in depth support to Contractor Resource Management for the validation and paying of storm invoices associated with off-system contract resources working on the Dominion system.
Perform other duties as requested or assigned.
Candidates hired at the Controls Specialist and Senior Controls Specialist levels are expected to work more complex assignments while demonstrating strong leadership and mentorship abilities.

Associate Controls Specialist
-0-2 years of relevant exempt experience in directly related field

Controls Specialist (Mid-Level)
-2-3+ years of relevant experience in directly related field
-Knowledge of cost controls principles
-Good verbal/writing/presentation skills
-Effective work and project management skills
-Effective decision making and problem solving
-Effective math and computer skills
-Effective analytical skills
-Works effectively with employees at all levels and external personnel
-Consistently applies good business judgment

Senior Controls Specialist
-5-6+ years of relevant exempt experience in directly related field
-Strong knowledge of cost controls principles

-Works effectively with employees at all levels and external personnel

Education Requirements
Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:
Bachelor
