Job Summary

 

This role is responsible for coordinating the activities of contract teams working complex distribution construction projects. Position is responsible for monitoring crews to ensure work is performed safely and is consistent with contract terms, construction standards, environmental regulations and schedules. Observes and documents contractor crew performance through formal evaluations and audits. Reviews project status against schedule and reports on a regular basis. Attends contractor safety meetings and pre-job briefings to reinforce safety and production expectations. Maintains customer satisfaction through proactive communication regarding property access and/or outages. Reviews and approves supplier invoicing through the company's work management and financial applications in support of cost-plus, unit and bid work. Provides resolution to design, material and reporting discrepancies. Ensures compliance with federal, state and local laws and interface with appropriate agencies when required. Arranges for headway and coordinates switching. Investigates and provides detail analysis in the investigation of accidents/incidents. May be requested to assist local offices to support various activities, including 40Kv gloving observations and erosion & sediment inspections. Frequently manages contract crews during restoration events. Subject matter expert in all matters of the position.  Has the knowledge to influence departmental processes at the Regional and System level.  Supports the development of less experienced peer employees through technical training activities, mentoring and coaching.  Assumes Superintendents/Supervisors role in his or her absence.

Required Knowledge, Skills, Abilities & Experience

7+ years related experience is required; Graduate of a Dominion development program (Design, ROC Distribution Line, Transmission Line, Network, and Substation) is required;

Distribution Switching qualified is required; Minimum 3 years as Contractor Resource Specialist II or Construction/Ops Supervisor is required; Subject Matter Expert on electrical distribution system; engineering and design; work methods (OH & UG); materials; contract terms, construction standards, OSHA; leadership/supervisory experience preferred

competency of Time and Equipment and/or Unit contracts and invoicing; Strong negotiating and persuasive skills; Strong verbal and written communications; Project and time management, organization; Manage multiple complex projects at the same time; Proficiency in outage, work management, customer service and financial applications

Strong ability to build consensus between suppliers, internal and external stakeholders; balance multiple projects and competing priorities under tight deadlines and stressful conditions; schedule, forecast and prioritize work, motivate, decision making; understand, interpret, communicate and influence contractual language; must actively pursue their E&S inspector certification.
