Job Summary
The Senior Safety Specialist will be responsible for safety and compliance monitoring at the O&M base, on Crew Transfer Vessels and on the Service Operations Vessel. This includes recommending safety protocols and programs to site and offshore safety program management, while administering existing programs and monitoring wind farm procedures.
Serve as a mentor for safety on the project. Split time between being part of the Offshore Wind Construction Safety team as the project is constructed and developing the safety programs for O&M. Identify safety, health, workers' compensation, fire protection/prevention risks and align and assign corrective actions with O&M team. Give and receive input for the development and adaptation of the Safety Management System for O&M. Monitor and evaluate operations onshore and offshore to ensure compliance with all BSEE, USCG, OSHA regulations as well as the Dominion Energy Safety Management System. Develop and deliver safety campaigns. Use, administrate and promote use by site personnel of safety management system processes and associated systems. Perform safety inspections/audits and monitor work practices of both Offshore Wind crew and Marine Vessel crew and onshore as necessary to ensure employees are performing jobs in compliance with regulatory and company safety policies and programs, and that the workplace environment and conditions are safe. Bridge Dominion Energy safety programs and requirements to external contractors. Participate on the chemical safety committee and in the purchasing of chemicals. Support the safety committee. Support the electrical safety and LOTO programs. Be involved in the daily and weekly job planning.
Answer employee/management safety questions and advise on the safe performance of work. Create safety packages for weekly safety meetings. Provide safety input for annual management review and safety business plan. Monitor OSHA and SMS compliance. Keep emergency response plan and rescue concepts up to date. Support O&M to plan and participate in drills. On-site emergency response safety lead for drills and testing rescue concepts. Perform incident root cause investigations, event reviews and follow up on assigned corrective actions with action holders. Facilitate on site Hazard Identification/Risk Assessment workshops. Review Work Packages for risks and conformity with the Safety Management System and our safety requirements. Support the fitness for duty program. Conduct safety and fire protection training and presentations. Administer safety programs for external contractors.
Required Knowledge, Skills, Abilities & Experience
5+ years in role as a titled safety professional in a relevant field (e.g. vessels, wind farms) with CSP, OSHA 500 or 501, or CHST;
Considerable related experience managing a similar safety program in an offshore setting;
Knowledge of BOEM/BSEE, USCG, and OSHA regulations;
Demonstrate knowledge of how to apply G+ Good Practice Guidance,
Knowledge of ISO 45001, ANSI, IMCA, and ACP standards;
Experience with risk assessment and root cause analysis;
Strong experience with Microsoft Excel, Word and PowerPoint;
Effective verbal and written communication skills
Education Requirements
Strongly prefer:
4-year degree in ABET accredited institution in Safety, Occupational Health and Safety, Industrial Hygiene or related discipline, or 4-year degree in Engineering with significant safety-related work experience;
Prefer a 2-year degree and significant related work experience.
Required: High School diploma or GED.

Other Working Conditions
About 25% working in an office environment; with 75% working indoors and outdoors on vessels in hot and cold temperature extremes, at heights, amidst noise and vibration, in proximity to heat, chemicals, electric current, and moving machinery. May require use of a respirator when working around fumes, odors, dust, gases and oils.
