Job Summary

This role's primary function will be to oversee safety responsibilities for Dominion Energy's Offshore Wind accounts, both in construction and in operations once completed. This role is a people-leader role and will have anywhere from 2-6 direct reports, as well as additional non-Dominion Energy workers, reporting to them. As this role is used in our DEV Operations Support team, there is opportunity that this role may rotate to support other business units (BU) such as Power Generation, Electric Distribution, Electric Transmission, Substation Organization, and the Project Construction teams. 

 

Work duties include, but are not limited to:

Responsible for providing strategic oversight, direction and managing the safety staff and work methods programs of the assigned business area. Develops, implements, and oversees business unit safety, fire protection and work methods to ensure compliance with federal, state, occupational safety and OSHA regulatory agencies and company requirements. Analyzes complex work methods for all aspects of the supported BU. Makes recommendations on work method improvements to Executive Leadership. Writes Accident Prevention Manual and Operation Guideline modifications to create a safer work environment. Supports Contractor safety practices and incidents. Directs studies and investigations to ensure compliance with federal, state and local safety and health laws, standards and regulations, industrial hygiene and public safety. Investigates accident/incident investigations and promotes safety conscious work performance. Interprets and communicates safety, fire protection and work methods compliance requirements as mandated by federal, state and OSHA regulatory agencies. Plans, evaluates, and recommends business strategy and processes for technical training, including company assets and budgets and management of assigned human resources. Interfaces with all levels of management to identify and respond to training needs. Works with Dominion training departments to maximize resources. Ensures contractors follow policies and procedures in accordance with federal, state, OSHA, regulatory agencies, and company requirements. Works with contractor's safety leadership to ensure an interface and communication process is maintained. Ensures Dominion Contractors Safety requirements are current and coordinated with the supporting BU. Works with communication teams to develop and distribute weekly/monthly reports to inform management of incidents, milestones, safety performance, & regulatory safety activities. Maintains an understanding of current and potential construction safety related standards and keep DEV Leadership & DEV Safety Staff updated on construction safety & health events and trends. Directs and performs studies and investigations to ensure compliance with federal, state, and local safety and health laws, standards and regulations, industrial hygiene, and public safety. Identifies and evaluates potential workplace hazards and takes appropriate action to reduce or eliminate unsafe conditions. Investigates accident/incident investigations and promotes safety conscious work performance. Interprets and communicates safety, fire protection, and work methods and compliance requirements as mandated by federal, state, and OSHA regulatory agencies. Performs safety benchmarking with industrial and industry leaders to obtain creative and innovative ideas to enhance the safety culture. 

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and experience required for entry into this job include the following:

  • 8-10+ years of relevant experience. 
  • Demonstrates full knowledge of federal and state safety regulations and company policies and requirements.
  • General understanding of generation safety programs, fire protection, work methods and training to ensure and promote safety during testing and start up or transition periods with generation facility and project/construction staff.
  • Extensive knowledge of project safety standards.
  • Skilled in the interpretation and application of federal and state safety regulations.
  • Skilled communicator, ability to effectively communicate with state and federal officials, business unit management and staff.
  • Proven ability to effectively evaluate, identify workplace hazards or safety violations.
  • Ability to determine the course of action required to eliminate workplace safety hazards and ensure federal and state compliance.
  • Ability to effectively direct and oversee safety studies and investigations.
  • Previous supervisory experience and demonstrated leadership skills required.
  • Previous work experience, demonstrating full knowledge and application of federal and state safety regulations and OSHA requirements in a construction environment.
  • In-depth knowledge of federal and state safety regulations and company policies and requirements;
  • Ability to review, analyze and compile complex work methods and regulations and develop recommendations for improvement.
  • Ability to work at all levels with external peer organizations on industry committees.
  • Ability to speak in public and lead presentations on safety and work methods.
  • Storm role requires response during off hours both nights and weekends.
  • Demonstrated leadership and coaching skills.

Preferred, but not required: 

  • Considerable related experience managing a similar safety program in an offshore setting;
  • Knowledge of ISO 45001, ANSI, IMCA, and ACP standards;
  • Knowledge of BOEM/BSEE, USCG, and OSHA regulations;
  • Experience in a relevant field (e.g. vessels, wind farms) with CSP, OSHA 500 or 501, or CHST; 
  • Demonstrated knowledge of how to apply G+ Good Practice Guidance, 

Education Requirements

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:

Bachelor

Preferred Disciplines: Business, Engineering, Engineering Technology, 
Construction/Industrial Safety, Technical Safety

Other disciplines may be substituted for the preferred discipline(s) listed above.

Licenses, Certifications, or Quals Description

Required:

  • Ability to pass GWO basic safety training, USCG 719 K and Cardio stress test.
  • Maintenance of a weight limit of 265 lbs.
