Job Summary

Perform engineering calculations, analysis, and reviews of the distribution grid for planned and unplanned switching events by providing recommendations to operating center personnel to remove equipment from service or to restore service after an un-planned event, without jeopardizing the reliability of the distribution grid. The successful candidate will be responsible for performing power flow and contingency analysis to model outage and non-outage events to identify effective switching plans to transfer load to other distribution facilities while minimizing risks to the electric distribution system. This position will interface with multiple organizations so strong communication skills are critical.  Successful candidate will be required to complete the Switching Operator Training Program.  Additional tasks include: 

  • Performing, reviewing, and analyzing power flow studies on the Electric Distribution System to support planned and unplanned equipment outages 
  • Communicate planned and unplanned outages to PJM when outage affects DER aggregations. 
  • Use engineering knowledge and principles to support equipment outages on the Distribution System while not jeopardizing grid reliability 
  • Provide engineering support, expertise, and leadership to the operations center team members 
  • Serve as a professional interface between Distribution System Modeling, Regional Grid Planning, SOC, PJM, and other entities as seen fit 
  • Provide support to the Regional Operating Center (ROC) in relation to real time distribution system operational needs 
  • Review equipment outages by undertaking a thorough review of requested outages to understand the scope-of-work, clearances requested, switching required, and potential impact to the distribution grid 

 

The position level at which the successful candidate will be awarded is dependent upon the demonstrated capabilities as follows: 

 

Associate Engineer  

Under direction of supervisor or work leader, this role performs routine assignments designed to develop professional engineering work knowledge, gain familiarity with techniques, approaches, practices and the nature of engineering systems, equipment, etc. and to develop the ability to apply fundamental engineering principles and techniques, procedures and criteria in carrying out sequence of related engineering tasks. Limited exercise of judgment is required on details of work and in making preliminary selections and adaptations of engineering alternatives. 

 

Engineer 

This role is fully competent in all conventional aspects of the operational support of the Ops Center OT systems and business processes.  Performs and/or reviews engineering calculations, analysis, research and design. Provides cost analysis as needed and develops recommendation based on calculations (e.g. cost for equipment upgrade) for management review.  Distinguished from Engineer I by increased complexity in application of engineering skills required.  Under direction of supervisor or work leader, exercises independence in evaluating, selecting and applying standard or well-defined engineering techniques, procedures and criteria.  Uses independent judgment in prioritizing and making moderately complex adaptations and modifications.  Assignments have clear and specified objectives and require investigation of a limited number of variables. 

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and experience required for entry into this job include the following:   

Associate Engineer – Entry and/or developmental 

  • 0-2+ years of engineering experience. 
  • Knowledge of basic electric power concepts, including electric transmission and distribution, power flow, distributed generation and line protection 
  • Familiarity or ability to learn core electric distribution programs, including ADMS, GIS, Outage Management, Work Manager and modeling software such as CYME, Synergi, or PSCAD. 
  • Basic knowledge of engineering concepts, fundamentals and theory. 
  • Effective oral and written communication skills (includes technical writing). 
  • Effective decision-making skills. 
  • Computer skills and application of software programs. 
  • Analytical and abstract thinking skills. 
  • Problem solving skills. 
  • Ability to learn to apply engineering theories and concepts to complex problems. 
  • Ability to interpret codes, regulations and practices.

  • Ability to develop project management skills and to handle multiple tasks.

Engineer – Career proficiency 

  • Meets Engineer 1 KSAs  
  • 3+ years of relevant engineering experience. 
  • Knowledge and application of engineering theories and principles, concepts, and fundamentals. 
  • Requires developmental experience in a professional engineering position. 
  • Existing knowledge of DEV’s distribution system, methods, and practices 
  • Distribution equipment (Breakers, Reclosers, Switches, Regulators, Substation Transformers) 
  • Distribution line protection and coordination 
  • Circuit maps and substation one lines 
  • Proficient in Power Flow analysis application (CYME, Synergi, PSCAD) 
  • Solid understanding of Distributed Energy Resources (DERs) and DER management  
  • Competency in applying engineering principles, fundamental concepts, practices and procedures requiring some evaluation, originality and/or ingenuity to achieve project objectives. 
  • Understands and can apply knowledge of configuration management. 
  • Ability to perform engineering calculations using applicable software programs (e.g. Matlab, Excel, etc.). 
  • Planning, organizational and project management skills. 
  • Ability to develop and exercise leadership skills. 
  • Effective decision-making skills. 
  • Effective oral and written communication skills (includes technical writing). 
  • Ability to think analytically and solve complex problems. 
  • Ability to interpret codes, regulations and practices. 
  • Equally effective working independently or in a team environment. 
  • Ability to process information quickly and effectively manage multiple tasks

Education Requirements

Required degree (equivalency not accepted in lieu of required degree): Bachelor degree or higher in Engineering (see criteria below)

*This position is considering upcoming graduates with a degree no later than July 31st, 2025. 

 

 

For placement of a candidate in the Engineer job series, the following criteria must be met: 

  • Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or 
  • Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country’s own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country’s accrediting body on or after the date that full signatory status was achieved, or 
  • Possess a 4-year engineering degree from a non-ABET accredited program and a postgraduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or 
  • Possess a 4-year degree in Physics, Chemistry, Math or Engineering Technology and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or 
  • Holds or has previously held a valid U.S. Professional Engineer license.
