Job Summary

Dominion Energy is currently seeking a Cyber Security Specialist for the Design Engineering Department at the North Anna Power Station in Mineral, VA.  The successful candidate will work on site and provide design support to the station developing design change documentation for plant modifications and assist in understanding, evaluation, and maintaining the existing Design Configuration of North Anna Power Plant, Units #1 & #2.  The Cyber Security Specialist will be primarily responsible for bringing new Digital Assets into compliance with regulatory requirements, including generating cyber assessments, data packets, and component classification in accordance with 10 CFR 73.54 and NEI 08-09 Criteria.  A training program will be provided for the new candidate to obtain a required basic level of knowledge for understanding plant design basis, operations, maintenances as well as work planning structure, including normal and emergency operating procedures.
The Cyber Security Specialist (Design Engineering) is the lead Engineer in charge of maintaining the Cyber Security program in North Anna’s Engineering department, assisting in protecting Critical Digital Assets (CDAs) from cyber threat through monitoring and auditing of CDAs, understanding the cyber security implications surrounding the overall architecture of plant networks, operating systems, hardware platforms, plant specific applications, and the services and protocols upon which those applications rely, performing cyber security related duties including generating cyber assessments, data packets, and component classification in accordance with 10 CFR 73.54 and NEI 08-09 Criteria, ensuring cyber security assessments of CDAs are performed and documented prior to being presented to Cyber Security Assessment Team for review and approval, assisting in the designing, acquiring, installing, or administering security controls.
The position will be filled at the level commensurate with the successful candidate's education, experience, knowledge, skills, and abilities.


Technical Specialist II
This role does not function as a technician in modifying, operating or maintaining systems or equipment. 

Focuses on the practical application of engineering theories; determines how to make the designs and plans of engineers work. 

May perform some design and theoretical work, but does not possess the educational background to function as an engineer. 

May perform same work as titled Engineers, but possesses an engineering degree which is not ABET accredited. 

May provide technical project management including scoping, scheduling, budget development, cost tracking and oversight of complex projects to meet cost and time objectives. 

Perform other duties as requested or assigned.

 

Engineer II
Under direction of supervisor or work leader, exercises independence in evaluating, selecting and applying standard or well defined engineering techniques, procedures and criteria. 

Uses independent judgment in prioritizing and making moderately complex adaptations and modifications. 

Assignments have clear and specified objectives and require investigation of a limited number of variables.

Required Knowledge, Skills, Abilities & Experience

•    4+ years of engineering experience, 2 of which were focused on Cyber Security Engineering 
•    Must possess strong interpersonal, team leadership, and analytical skills to resolve a variety of technical and process related issues.  Demonstrate a questioning attitude to continue to learn, produce results and strengthen existing relationships.  Excellent written and oral communication skills, including the ability to make formal technical presentations to various management levels
•    Must have a detailed ‘hands on’ understanding of cyber security processes and technologies including,
•    An understanding of industrial control system networks and the differences from IT systems when applying cyber security controls on OT systems (e.g., ICS, PLC, DPC, and SCADA).
•    An understanding of workstation and server security and protection
•    Experience in security aspects of multiple platforms, operating systems, software, communications, and network architecture and topologies.
•    Strong level of understanding of IT/OT security principles, technologies, best practices, and NIST ICS guidance.
•    Excellent analytical and problem-solving skills, Must be able to coordinate multi-project assignments and manage deadlines, Strong leadership and interpersonal skills, Strong verbal and written communication skills, Strong planning and organizational skills, Excellent organizational, verbal and written communications (includes technical writing).

Preferred skills:
•    Systems Security Certified Practitioner (SSCP)
•    Certified Information System Security Professional (CISSP)
•    Familiarity with Industrial Control Systems / Programmable Electronic Systems (DCS and PLC) and third-party datalink protocols (Modbus, DNP, ABPLC).
•    Experience in commercial nuclear power or Navy/DOD/DOE nuclear experience.

 

(A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications.)

(A Master's Degree will count as one year towards the years of experience.)

 

The company is actively seeking United States military veterans and service members who meet the qualifications outlined above.

Military service members and veterans with ranks from E5-E9, W1-CW5, or O3-O6, plus appropriate equivalent combination of education and years of experience as outlined above.

 

The successful candidate must pass a nuclear background check and drug screen in order to obtain unescorted nuclear access.
 

Education Requirements

 

TECHNICAL SPECIALIST II
A Bachelor’s degree  or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education

Preferred disciplines: Cyber Security, Computer Science, Information Technology, Electrical or I&C Engineering degree 

Other disciplines may be substituted for the preferred discipline(s) listed above

 

 

REQUIRED ENGINEERING CRITERIA FOR ENGINEER II: 
For placement of a candidate in the Engineer job series, the following criteria must be met: 

  • Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or 
  • Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or 
  • Possess a 4-year engineering degree from a non-ABET accredited program and a postgraduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or 
  • Possess a 4-year degree in Physics, Chemistry, Math or Engineering Technology and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or 
  • Holds or has previously held a valid U.S. Professional Engineer license.
