LNG Project Manager

Job Summary

The LNG Project Manager is a seasoned technical professional with a broad understanding of all phases of project management, including business development, site development, permitting support (air, water, state, local, etc. ), scope development, major contract negotiations (equipment, engineering or EPC), engineering procurement, construction contracts, construction activities, commissioning, punch list management, transition to commercial operations, and the warranty process.

  • Directs the development of projects to achieve long-range facility plans and ensures efficient facility design and construction.  
  • Manages all phases of smaller improvement projects, including system upgrades, improvements associated with new regulations, equipment refurbishments, or any other projects associated with maintaining or improving the facility.
  • Develops and manages overall project budget and schedule for smaller projects.
  • Manages projects ranging in size from major complex projects to smaller improvement projects on power generation equipment, hydrocarbon processing facilities, and/or LNG processing facilities.
  • Directs the scope, schedule and budget for major construction activities at Dominion Cove Point.
  • Will be expected to become familiar with all facets of LNG transportation storage and processing, including health, safety, maintenance, operations, governmental regulations and associated codes and standards.
  • Supports the operations and maintenance functions of a natural gas liquefaction import/export facility to provide reliable service to our customers in a safe, compliant and socially responsible manner.
  • Plan and manage project activities in the facility (including process, power generation, and storage and loading).  
  • Develop, manage, and update project management processes.  
  • Ensure adherence to the management of change process.
  • Integrates Specifications and Standards of design and construction employed in process facilities into internal design standards for future projects.
  • Provides technical support to the operation department regarding system upgrades, equipment upgrades, and design improvement.
  • Works closely with Customer Service, Operations, Technical Services, Maintenance, and the Business Development Department on the requirements for strategic projects to meet their needs.
  • Leads development project meetings to understand large capital projects and determine Operations and Maintenance (O & M) requirements of the projects.
  • Validate, apply, and transfer new technologies or designs that improve safety, efficiency, and reliability.
  • Represents O & M Department interests and assures that project designs meet operability and maintainability requirements.
  • Ensures compliance with applicable design engineering codes and standards, project specifications, regulatory requirements, while taking into consideration cost, schedule, constructability, operability, and maintainability.
  • Oversees performance and acceptance testing.
  • In conjunction with other departments, resolves issues related to newly installed equipment or systems in regards to reliability and performance as required by guarantees and warranties.
  • Provides leadership as required on troubleshooting efforts, task teams, business initiatives, and special assignments.
  • Leads technical investigations and root cause analysis.  
  • Adhere to and enforce all applicable safety, environmental, security, compliance, quality standards, policies, and procedures established by the company.
  • Participates in Process Hazards Analysis (PHA) for development projects.

Required Knowledge, Skills, Abilities & Experience

The company is actively seeking United States military veterans and service members who meet the qualifications outlined below.

Basic Qualifactions:

  • 8+ years of progressive experience in an LNG, gas processing, refining, power generation, or chemical industry.
  • 3+ years demonstrated experience in project management and broad knowledge of technical processes.

Knowledge Skills & Abilities:

  • Demonstrated leadership capability.
  • Ability to develop, manage and monitor project performance to ensure results meet project requirements and schedules.
  • Ability to coordinate the resolution of technical problems and implement changes.
  • An acute sensitivity to safety issues in a hazardous environment.
  • Broad knowledge of regulatory requirements (FERC, EPA, OSHA, DOT, ASME, API, etc.).
  • Exceptional written, verbal and interpersonal communication skills.
  • Ability to communicate effectively at all levels of an organization and with individuals and groups from different disciplines, industries and governmental agencies.
  • Able to work with a culturally diverse group of technical individuals whose skills cover the range required to engineer, operate and maintain the LNG terminal and Liquefaction production facility.
  • Ability to work in a "self-directed" environment and consistently anticipate the needs within the organization and deliver on time.
  • Possess the personality and ability to relate to and to establish a mutually respectful relationship with management, peers and the various facility level workers (Director, Managers, Supervision and Technicians) whom are all responsible for ensuring good operations.
  • Organized, planning skills, able to manage multiple activities and programs in timely fashion and with a high degree of accuracy, able to meet work deadlines.
  • Exceptional problem solving and analytical skills.
Education Requirements

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor
Preferred: Building & Construction, Business, Engineering
Other disciplines may be substituted for the preferred discipline(s) listed above.
