Job Summary

Provides expert, technical support to environmental regulatory review processes, environmental permitting for linear projects, and environmental program compliance for the Electric Transmission (ET) business unit. This includes analyzing local, state and federal environmental regulations, and permitting of current and future company facilities. Manages, from inception to completion, complex environmental projects. Analyzes environmental regulatory requirements, imposed regulatory limitations, and develops management plan for project(s) compliance. Provides expert testimony and presentations on environmental issues. Evaluates special projects and serves as coordinator or project team leader. Negotiates compliance issues of operating facilities with regulatory agency inspectors to achieve favorable outcomes.  Ensures compliance with environmental requirements prescribed by laws, regulations, company policies, and company procedures. Minimizes impacts to the environment, company regulatory exposure, and response cost. Primary focus is environmental due diligence and construction permitting support for ET in VA, WV, and NC.

This position focuses on environmental permitting rather than environmental compliance.  Candidates with environmental permitting experience are encouraged to apply.


Job Duties Include:
 

  • Provide mentoring and guidance to junior staff members.
  • Independently review projects under consideration for development or acquisition by Dominion Energy for compliance with applicable environmental laws and regulations and effectively communicate action items and compliance gaps to development team and management.
  • Independently determine environmental permit applicability for assigned projects with specific knowledge of Section 404/401, Section 7, Section 106, Erosion and Sediment Control, and Stormwater Management Programs;
  • Independently able to develop and manage permit plans for challenging linear infrastructure projects and support peers with technical questions and plan development.
  • Prepare applications and secure environmental permits or clearances required for construction;
  • Communication of environmental compliance requirements to development, project, field teams;
  • Technical assistance to sites/projects for environmental compliance;
  • Interpretation of environmental permits and regulations to ensure that compliance dates and requirements are met;
  • Independently analyze projects for regulatory and permitting challenges and development of permit strategies;
  • Writing and editing reports related to environmental programs;
  • Communication and coordination with regulatory agency representatives, negotiate permit conditions, represent Dominion Energy during regulatory inspections, and other regulatory meetings;
  • Oversight and technical direction of contractors and consultants including preparation of scopes of work, purchase requisitions, permit applications, permit support materials, and invoice approval;
  • Represents company before regulatory agencies, industry groups, and the public on environmental issues.
  • Promote corporate environmental policy, by educating and assisting employees to seek innovative ways to ensure operational environmental compliance.
  • Uses electronic databases to analyze and monitor company compliance with regulatory requirements.
  • Adherence to Dominion Energy environmental policy, guidance, and work practices;
  • Adherence to Dominion Energy safety rules and safety performance expectations; and
  • Other duties as assigned.

Required Knowledge, Skills, Abilities & Experience

7+ years of relative experience with permits related to water and wetlands (including threatened and endangered species and cultural and historical resource coordination), erosion and sediment control, and/or stormwater management experience. Proven experience developing project permit plans and managing plans from development through rollout to construction for technically challenging infrastructure projects (Note:  A Master's degree will count as one year of experience.  A partial year of six months or more will be rounded up to one year).

VADEQ SWM/ESC Program Administrator certifications preferred; SWM/ESC Plan Reviewer certifications a plus.

Specific experience with SCC process for linear transmission projects in the state of Virginia is preferred.


Specific knowledge, skills, abilities and experience:
 

  • Ability and permitting experience to work independently.
  •  Proven technical expertise with regulations and associated permits related to wetlands, threatened and endangered species, and cultural and historical resource coordination, erosion and sediment control, and stormwater management.  (permitting, not compliance)
  • License or ability to obtain a license to operate a motor vehicle is required. 
  • Regulatory agency experience or experience representing an organization with regulatory agencies. 
  • Environmental permitting experience in multiple states is a plus, particularly in VA and NC. 
  • Experience overseeing consultants and strong negotiation skills.  
  • Demonstrated ability to effectively manage details, multiple tasks, and hard deadlines is essential. 
  • Logic and reasoning skills to identify strengths and weaknesses of alternatives, conclusions, or approaches.
  • Respectful assertiveness to ensure environmental compliance requirements are met by others, while considering the spirit and letter of the law.
  • Excellent interpersonal skills to interface with internal stakeholders effectively.
  • Ability to identify complex problems, to review related information, to develop and evaluate options, and to implement solutions.
  • Ability to remain professional while delivering high-quality, reliable, environmental services to customers.

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:

Bachelor

Preferred Discipline(s): Engineering, Environmental Science, or other Environmental degree

Expected Hiring Base Salary Range:

 

$112500 - $146100
