Job Summary

This role functions as a subject matter expert in Electric Transmission Construction contracts, construction projects, construction schedules, and managing Purchase Order funding.

  • Reviews SAP schedule for large capital projects and provides feedback regarding bid timelines for upcoming projects. 
  • Attends project meetings and utilizes deliverables from the PMO (Project Management Organization) to build a bid timeline for electric transmission projects. 
  • Becomes familiar with the review of Engineering Specifications Books and other required documents and uses technical writing skills to create Scopes of Work for electric transmission lines large capital projects.
  • Participates in the bid process from inception through bid evaluations and contract award. 
  • Develops detailed scope of work, schedules, and milestones and provides to Supply Chain Management for use in the RFX bid process.
  • Creates project bid pricing table from Engineering Specifications books and ensures invoices agree to the bid line items and proper percentages of completion are approved by the Construction Coordinator.
  • Functions in a key role related to the creation of requisitions and ensures funding is properly tracked throughout project completion. 
  • Interprets contracts, manages and enforces contract language, understands the change order process and the validity of requested field changes.
  • Chairs monthly construction meetings for awarded projects keeping the teams engaged with open discussion regarding the project milestones.
  • Provides a direct conduit between Engineering and Construction to ensure Scopes of Work are written as designed.
  • Promotes safety culture during meetings and adheres to Dominion Energy’s Core Values. 
  • Performs other duties as requested or assigned.


Notes: 

  • This role is based out of the Knolls 3 office in Glen Allen, VA and is responsible for Capital Projects located in an assigned region which will require some travel to the area.
  • This role works on a four 10s schedule. However, working additional hours on Fridays and Saturdays is expected of the successful candidate to meet the needs of the business. 

Required Knowledge, Skills, Abilities & Experience

  • Extensive directly related experience (transmission line, heavy construction, contracts management and/or procurement of construction services): 11+ years with HS/GED; 9+ years with related Associate’s degree; or 7+ years with related Bachelor’s degree
  • Advanced knowledge of construction, operations and maintenance of transmission lines; switching, tagging and grounding; concrete construction
  • Strong knowledge of contract administration and OSHA safety standards
  • Strong knowledge of computer programs
  • Skills: strong written and verbal communication; minimum of intermediate computer skills to include SAP, MS Office, Share Point, and other software applications; technical writing and contract management skills; public relations
  • Abilities: read and understand technical specifications; work independently; evaluate problems and make sound decisions; analytical and conceptual thinking; adapt to changing conditions and demands
  • Physical attributes required to perform essential functions of the job: lifting, walking, climbing, stooping, bending, prolonged standing and manual dexterity

Bachelor's Degree, or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education
