We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Job Summary

 

Dominion Energy’s corporate Nuclear Engineering and Fuel department is seeking a motivated and experienced engineer. The single role (“Fleet Lead Engineer”) will be filled at either the Staff or Senior Engineer level commensurate with the selected candidate’s experience, knowledge, skills, and education.  The role will be based at the Innsbrook office in Glen Allen, VA but will provide expertise to Dominion Energy’s fleet of four nuclear power stations.

 

The Fleet Lead Engineer will be one of two team members who focus on the nuclear division’s In-Service Testing (IST) and Appendix J Programs, and they will be responsible for program governance, oversight, and performance as they relate to the fleet’s seven nuclear reactors.  The Fleet Lead Engineer is responsible for the following key activities associated with management and implementation of the two programs:

 

IST Fleet Lead Responsibilities

  • Providing oversight for major site/fleet program activities
  • Coordinating, developing, and maintaining procedures governing the IST Program
  • Ensuring the stations have a common, consistent approach for handling IST
  • Monitoring completion of fleet commitments for the IST Program implementation
  • Providing support for the periodic IST Program health reports
  • Coordinating responses to findings that impact fleet processes or procedures
  • Reviewing engineering products such as design changes, engineering technical evaluations and industry operating experience for impact on the IST Program
  • Providing oversight of and support for testing and inspection activities associated with IST components, including technical direction on ASME OM Code compliance, establishing or authorizing use of industry-accepted methodologies for the IST Program and reviewing IST Program Plans and bases as necessary
  • Leading program self-assessments that include all Dominion Energy plant sites
  • Coordinating peer group meetings and program-related training
  • Attending appropriate industry meetings on behalf of Dominion Energy.

 

APP J Fleet Lead Responsibilities

 

  • Maintaining App J Program procedures and program documents
  • Initiating and supporting Licensing changes
  • Reviewing daily site CR report, Appendix J Owner’s Group (APOG) participation (benchmark inquiries and annual meeting)
  • Leading program self-assessments
  • Preparing program health report (outage frequency)
  • Training and mentoring of personnel
  • Supporting emergent outage App J issues
  • Supporting review of completed App J related test packages which includes test data entry and trending
  • Developing/determining LLRT/ILRT requirements for post maintenance testing (PMT) 
  • Preparing INPO IRIS report for failed LLRT/ILRT
  • Preparing evaluations for use as is disposition on margin loss
  • Planning and scheduling of all Appendix J Program Tests in accordance with applicable governing documents
  • Evaluating Appendix J component leakage history and modifying test frequencies accordingly
  • Evaluating the Administrative Leakage Limits periodically for revisions based on historical performance. 

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and experience required for entry into this job include the following: 

 

  • Senior Engineer:              5+ years of relevant engineering experience
  • Staff Engineer:                  8+ years of relevant engineering experience

 

  • Completed training in area of expertise through approved industry groups/vendors such as EPRI, ASME, APOG, etc.

 

  • Prior work experience with the following industry guidance: 
    • 10 CFR 50,
    • Appendix J
    • Primary Reactor Containment Leakage Testing for Water-Cooled Reactors
    • Regulatory Guide 1.163
    • Performance Based Containment Leak Test Program
    • NEI 94-01 (latest rev.)
    • Industry Guideline For Performance-Based Option of 10 CFR Part 50
    • Appendix J
    • ANSI/ANS 56.8-1994
    • Containment System Leakage Testing Requirements

 

  • Experience with preparing requests for relief from NRC requirements and interacting with the NRC to obtain approval

 

  • Effective communication skills for engaging nuclear management, station stakeholders, vendors

 

  • Experience with the ASME Operations and Maintenance (OM) Code committees which include applicable work assignments, training, or work on ASME committees

 

  • Familiarity with 10 CFR 50.55a, Codes and Standards

 

  • Experience applying the ASME OM Code

 

  • Familiarity with NRC Generic Letters, Information Notices, NRC Guides, and other regulatory and industry issues concerning the technical and design aspects of the IST Program. 
     

Education Requirements

Required degree (equivalency not accepted in lieu of required degree):

 

For placement of a candidate in the Engineer job series, the following criteria must be met: 

  • Possess a 4-year Engineering degree from an ABET accredited Engineering program based on the year that the Engineering program was accredited by ABET, or 
  • Possess a 4-year Engineering degree from an institution outside of the U.S. which is accredited through the country's own Engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or 
  • Possess a 4-year degree in Engineering (non-ABET accredited), Physics, Chemistry, Math or Engineering Technology and a post-graduate Engineering degree from an institution where the undergraduate degree in the same Engineering discipline is ABET-accredited based on the year the Engineering program was accredited by ABET, or
  • Holds or has previously held a valid U.S. Professional Engineer license.

Licenses, Certifications, or Quals Description

Note: Dominion Energy minimum experience and education requirements may exceed stated ANSI standards and candidates must meet the Dominion Energy minimum requirements.

For Nuclear employees, this ANSI standard must be met, all of which is met or exceeded in the Engineer series job summaries with the exception of the Nuclear Power experience requirement of at least 1 year:

ANSI/ANS-3.1-2014, Section 4.6.1 Education requirements: Baccalaureate or associate degree in engineering or related science. Minimum experience for the position: Related experience which shall include 2 years; Nuclear power plant experience to include 1 year.
