We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Job Summary
This role administers Right of Way management activities by reviewing, processing, negotiating and approving encroachments - which by definition are an intrusion on the Company’s land, Right of Way and land rights granted. This position further involves management, administration, interpretation, and enforcement of existing land rights.
Under some supervision, responsible for evaluating encroachment requests and associated technical drawings and coordinating formal reviews across multiple disciplines within Dominion Energy, and/or evaluating site conditions. Serves as the single point of contact in encroachment request process and land rights inquiries with private property owners, developers, engineering, construction, federal/state/local entities and legal counsel.
Interprets and implements company policies and procedures affecting Dominion Energy’s Electric Transmission Right of Way. Helps to draft and negotiate letters of consent, license agreements, quitclaims, subordination agreements and other real estate documents pertaining to encroachment requests. Coordinates legal reviews and assists with advising on encroachment issues. Responsible for assisting with ongoing management, administration, interpretation, compliance and enforcement of existing land rights contracts to include Easements, Government Permits, and Deed files. Conducts and coordinates courthouse research including title work as determined necessary for capital projects. Researches and provides existing land rights information in support of regulatory and permitting activities. May testify before adjudicatory, regulatory and local government bodies related to easement rights and encroachments.
Utilizes a data management system to document new rights information and revisions. Manages Right of Way contractors and coordinates work activities pertaining to Right of Way management activities. Manages encroachment activities for moderately complex capital projects which include creating estimates for encroachment mitigation and coordinating removal of illegal or unsafe encroachments on existing Right of Way corridors.
Patrols Right of Way corridors to identify and resolve unauthorized encroachment activities to ensure compliance with National Electric Safety Code (NESC) requirements and promote public safety.
Participates in delivering workshops to educate the public on land rights pertaining to proposed capital projects. Develops and maintains working relationships with external stakeholders, including governmental entities.
Required Knowledge, Skills, Abilities & Experience
- 4+ years of related experience
- Strong knowledge and application of real estate principles, surveying and applied mathematics
- Strong knowledge and interpretation of technical and survey drawings
- Ability to review, understand and draft legal contracts with limited supervision
- Ability to conduct research using multiple programs internally
- Strong knowledge of land title research at courthouses
- Strong negotiation and conflict resolution skills
- Strong knowledge of modern construction concepts
- Strong project management skills
- Strong contract administration/management skills
- Familiarity with GIS systems
Education Requirements
Associate degree, or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education.
