Job Summary
Dominion Energy Virginia’s Electric Transmission-Substation Engineering department is seeking motivated and engaged Engineers or Technical Specialists to fill vacancies within the Protection and Control (P&C) Design team. This team is responsible for developing and maintaining critical substation protection and control design packages that support the safe and reliable operation of the electric grid (11kV–500kV).
Primary Responsibilities: Lead and support the engineering, design, and implementation of protection and control systems for transmission and distribution substations. This role requires strong technical expertise, leadership capability, and a commitment to safety, quality, and design excellence.
- Develop protection and control design engineering packages for Dominion’s Electric Transmission and Electric Distribution Substations. Create and modify protection and control design deliverables for substation projects including relay functional drawings, communications diagrams, elementary, logic, wiring and equipment mechanism diagrams, relay panel arrangements, wire tags and bills of material (BOM).
- Coordinate with and provide technical assistance to cross-functional partners which include Project Managers, Physical Substation Engineers, Protective Relay Settings Engineers, Communications Engineers, Transmission Line Engineers, Material Coordinators, Panel Wiring Shop, and Field Technicians to ensure complete and constructible design deliverables
- Assist project management teams and conceptual engineering teams for the development of the scope of work and design requirements for substation engineering projects.
- Independently develop system protection design package for complex projects using applicable standards.
Required Knowledge, Skills, Abilities & Experience
The knowledge, skills, abilities and experience required for entry into this job include the following:
(Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications; An advanced degree can count as one year experience)
Engineer: 2+ years of relevant engineering experience with a preferred Bachelor's Degree
Senior Engineer: 5-6+ years of relevant engineering experience with a preferred Bachelor's Degree
Staff Engineer: 8+ years of relevant engineering experience with a preferred Bachelor's Degree
Engineering Technical Specialist II: 2+ years of relevant work experience in a technical role with a preferred Bachelor’s Degree (Or 5 years of relevant work experience in a technical role with an Associate Degree)
Engineering Technical Specialist III: 5+ years of relevant work experience in a technical role with a preferred Bachelor’s Degree (Or 7 years of relevant work experience in a technical role with an Associate Degree)
Required Knowledge, Skills, Abilities & Experience Continued
Industry & Technical Knowledge
- Experience in the electric utility industry is preferred; substation Physical or Protection & Control (P&C) engineering experience is highly desired
- Working knowledge of transmission lines, distribution feeders, and major substation equipment
- Familiarity with electromechanical and/or microprocessor-based protection and control systems
- Ability to read and interpret electrical design documents such as one-line diagrams, relay functionals, logic diagrams, elementary diagrams, and wiring diagram
Engineering & Design Skills
- Ability to apply engineering principles and standard design practices to develop practical design solutions and meet project requirements and independently produce complete, high-quality project deliverables, including engineering drawing packages, bills of material, wire tags, cable memos, and For Wiring Only packages, in alignment with project requirements.
- Experience using CAD design software such as AutoCAD - Electrical
- Ability to review designs for accuracy and ensure alignment with applicable standards, codes, and company practices

- Ability to manage multiple assignments and prioritize effectively
- Demonstrated problem-solving and decision-making capability
Communication & Teamwork
- Effective written and verbal communication skills, including technical documentation

Computer Skills
- Strong proficiency with standard computer applications (e.g., Bluebeam, Microsoft Applications: Outlook, Teams, Excel, Word, Powerpoint, OneNote, etc.)
- Ability to perform engineering calculations and use technical software

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:

For placement of a candidate in the Engineer job series, one of the following criteria must be met:
- Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or
- Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or
- Possess a 4-year engineering degree from a non-ABET accredited program and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or
- Possess a 4-year degree in Physics, Chemistry, Math or Engineering Technology and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or
- Holds or has previously held a valid U.S. Professional Engineer license.
In order to be a titled Engineering Technical Specialist, you must meet one of the following criteria:
- 4-year Engineering Technology degree or 4-year degree in Engineering (not ABET-accredited); or
- 4-year degree in Physics, Math, Chemistry, Biology, Computer Engineering or other technical related discipline; or
- 4-year non-technical degree and post-graduate degree in Engineering Technology or Engineering (not ABET-accredited); or
- Equivalent combination of education and relevant experience may be accepted in lieu of preferred degree
