Job Summary

We are seeking a technically proficient, strategically minded engineering leader to serve as Manager of Engineering Standards (Emerging Transmission Solutions). As part of Dominion Energy’s Electric Transmission organization, this role is responsible for managing  a team that provides technical expertise on electrical substation equipment, apparatus, and components, engineering software tools, and business and process improvement solutions. Responsibilities span Engineering, Design and Operational support activities.

The role is responsible for oversee the scaling and operationalizing  new technologies including  but not limited to HVDC systems, Digital Substation (IEC-61850), Modular GIS, Digital Twin platforms, and other Grid Enhancing Technologies(GETs) from pilot phase to fleet wide adoption. The manager will also lead the advancement of digital design capabilities, including support for immersive 3D environment, the transition to 3D modeling and intelligent, rule-based engineering, and deeper integration of asset data within engineering workflows. This includes support for continues development and integration of the ET AIM (Electric Transmission Asset information System) system and other asset analytics platforms to enhance equipment visibility, design standardization, and lifecycle- based decision making.

In addition to leading technology standardization, the role is responsible for developing and maintaining engineering standards and collaborating with internal stakeholders – including system protection, substation, and transmission lines, field operations and project teams – to ensure that new technologies are fully integrated technically validated and ready for scalable field implementation. Support is also provided for testing, commissioning, root cause analysis of emerging technologies places into service.  Manage projects which range from minor equipment replacements to complex transmission projects with significant financial, business, and reliability impact. Ensure quality, safety, and compliance of substation equipment and/or facilities. Support interfaces between engineering, project managers, other departments, and customers. Support the development of training and/or guidelines for Operations, field organizations on how to maintain and respond to system events relating to specialized equipment. Provide relationship management for key vendors to maintain and grow collaborative efforts. Coordinate solutions to complex engineering problems that may span multiple disciplines within Electric Transmission. Maintains equipment and/or component procurement work management system.

The position requires strong collaboration across Electric Transmission, including close coordination with Project Execution, Procurement, IT, and Field Operations. The manager will also participate in industry engagement activities – such as EPRI, IEEE, and utility benchmarking forums – to incorporate external best practices into internal programs. Oversight of a team of engineers and technical staff is required, with responsibility for performance management, technical guidance, and skill development to ensure the team remains aligned with Dominion Energy’s long-term Electric Transmission strategy. The role is also expected to cultivate strong relationships with vendor partners to support technology maturation, grow the standardized equipment fleet, and thoughtfully scale team capabilities in a way that ensures long-term sustainability and responsiveness to evolving Electric Transmission needs.  

Required Knowledge, Skills, Abilities & Experience

  • 8-10+ years of relevant engineering experience in electric transmission, substation design, standards development, equipment engineering, or related discipline.
  • Demonstrated leadership experience is highly desirable, particularly in roles involving team management, strategic decision-making, and cross-functional collaboration.
  • Comprehensive knowledge of electrical engineering and design principles, , industry standards, applicable codes, and regulations (e.g., IEEE, ANSI, NESC, NERC).
  • Demonstrated ability to develop, interpret, and apply engineering standards and technical specifications, particularly in the context of emerging technologies and cross-functional integration.
  • Strong understanding of substation equipment, protection, and control systems, and the operational environment in which new technologies are deployed.
  • Experience in supporting or maintaining substation equipment, or experience in equipment design, testing, or manufacturing, is highly preferred.
  • Proven leadership and supervisory skills, with experience managing engineers technical professionals, or cross-functional teams.
  • Skilled in building and sustaining vendor relationships to support technology maturation, fleet growth, and long-term serviceability.
  • Strong verbal and written communication skills, with the ability to effectively present technical information to diverse audiences including senior leadership, field personnel, vendors, and external partners & stakeholders.
  • Experience leading or contributing to root cause analyses, technical investigations, or field commissioning activities for new or complex technologies.
  • Proficient in technical problem solving, abstract systems thinking, and balancing short-term implementation needs with long-term standardization goals.
  • Experience in navigating cross-functional utility environments, including collaboration with project managers, supply chain, IT, field operations, and external stakeholders.
  • Active participation in industry forums (e.g., EPRI, IEEE) or technical committees is preferred.
  • Familiarity with or aptitude for learning engineering design tools, 3D modeling platforms, or rule-based engineering systems used in modern utility engineering workflows.  

Education Requirements

If degree is listed as preferred, then the degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred degree. 

Bachelors

Disciplines preferred: Engineering

Candidates with advanced degrees or certifications in business, finance, or closely related disciplines are highly preferred.
