We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Job Summary

Electric Transmission Area Planning is seeking to fill multiple Engineer II or Engineer III positions. The successful candidate will be responsible for working within the PJM Regional Transmission Expansion Planning Process (RTEPP) to assess and develop the transmission expansion plans to ensure system reliability, to meet future customer demand, and to plan the grid of the future to achieve Dominion Energy’s net zero carbon emissions goal by 2050.  Engineers on the ET Area Planning team gain a wide range of experience as they learn how all aspects of an electric utility work together – from Generation to Transmission to Distribution. 

Successful candidates should have strong Electric Utility Industry experience, preferably working in Transmission or Distribution.  All engineering disciplines may be considered if presented in combination with a strong electric utility background. Candidate must possess strong knowledge of engineering principles and practices.  Primary responsibilities for this position include but are not limited to: 
•    Work collaboratively with PJM Planning, all ET Planning Teams, the ET Operations Engineering Teams, and the ET and Substation execution teams. 
•    Work with the Electric Distribution Companies to develop Transmission solutions for new data centers and other substations. 
•    Participate in the competitive FERC Order 1000 open windows by developing innovative and cost-effective transmission solutions. 
•    Develop and sponsor regional transmission projects.  This includes developing the project scope, justifying the need, presenting, and discussing the project with internal and external stakeholders, and obtaining all the necessary project approvals from PJM and The State Corporation Commission.  
•    Perform other duties as requested or assigned.  

This position works a hybrid schedule in Glen Allen, VA. Relocation assistance may be provided to the successful candidate.

Required Knowledge, Skills, Abilities & Experience

Experience in Transmission Planning, Operations, Conceptual/Detailed Substation Design /Transmission Lines, and/or System Protection is a plus.

Engineer II: 3+ years of directly related experience. (plus required Engineering Criteria below). 
Engineer III: 5+ years of directly related experience. (plus required Engineering Criteria below). 

•    Self-motivator who can work cooperatively in a team environment, but is comfortable independently seeking knowledge and information. 
•    Dominion’s Electric Transmission Planning uses  PSS/E, TARA and ET Planning’s in house tool PlanRA to run power systems analysis. Ability to run these tools are a plus but not a requirement for consideration.  Successful candidates will be trained to be able to use PSS/E, TARA and PlanRA for ET Area Planning studies. 
•    Strong time management skills with the ability to independently plan and organize work assignments. 
•    Understanding of AC/DC fundamentals, including an understanding of three-phase power systems 
•    Knowledge and understanding of substation components and their functions. 
•    Understanding of the protection principles and practices for transmission lines, distribution feeders, and major substation equipment 
•    Working knowledge of substation and transmission line one-line diagrams, and relay functional drawings 
•    Excellent personal computer skills including knowledge of applicable software programs.
•    Provides expert technical consultation to other engineers and management. 
•    Strong technical and organizational leadership skills, including the ability to provide guidance to less experienced engineers. 
•    Strong communication and interpersonal skills.  Ability to effectively communicate technical information to a wide variety of audiences.

Education Requirements

Engineer II/III: Required degree:  Bachelor or higher in an Engineering discipline (all engineering disciplines may be considered).  
REQUIRED ENGINEERING CRITERIA- For placement of a candidate in the Engineer job series, the following criteria must be met:  

•    Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET; OR 
•    Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved; OR  
•    Possess a 4-year engineering degree from a non-ABET accredited program and a postgraduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET; OR 
•    Possess a 4-year degree in Physics, Chemistry, Math or Engineering Technology and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET;  
•    OR Holds or has previously held a valid U.S. Professional Engineer license. 

Preferred degree: Masters or higher in an Electrical Engineering discipline with specialization in Power Systems.

Licenses, Certifications, or Quals Description

For Nuclear purposes only:  ANSI 3.1-2014, Section 4.6.1 (must be documented on form HR-AA-101)

Education:  Baccalaureate degree in Engineering or related science (Physics, Chemistry, Math, Engineering Technology acceptable if all other pieces of the third prong of the Required Engineering Criteria listed in KSA section are met).

Minimum Experience for the position:

Related experience which shall include 2 yrs; Nuclear power plant experience to include 1 yr.

Note:  Years of experience in job summary exceed the ANSI requirement for related experience (3+  years required for Engineer II).
