Job Summary

Dominion Energy’s Power Delivery Group is seeking a motivated and experienced Engineer III to be part of the Electric Transmission Planning Team.  The successful candidate will be responsible for working within the PJM Regional Transmission Expansion Planning (RTEP) process to assess and develop transmission expansion plans in order to ensure system reliability, to meet future customer demand, and to successfully defend the Dominion Energy franchise during competitive FERC Order 1000 open windows.  Specifically, this senior level engineer will plan the 500kV transmission system, perform stability analysis, perform generator interconnection analysis, and perform special studies to support the Electric Transmission Planning Team.  Primary responsibilities include but are not limited to:

  • Perform power flow analysis in accordance with NERC Reliability Standards, PJM Planning Criteria, and Dominion Energy Electric Transmission Planning Criteria
  • Develop and maintain short circuit and power flow planning models, including the development of Model on Demand project files, contingency file updates, facility rating updates, short circuit change files, and facility impedance updates
  • Work collaboratively with PJM Planning and the Dominion Energy Planning Team to perform annual PJM RTEP assessments, generation interconnection analysis, and develop transmission solutions to address criteria violations
  • Successfully defend the Dominion Energy franchise during competitive FERC Order 1000 open windows
  • Perform Stability studies using PSSE and SSAT (Small Signal Analysis Tool) software to ensure reliable operation of generation plants within the Dominion zone
  • Develop regional 500kV transmission projects.  This includes developing the project scope, defending the need, presenting and discussing the project with internal and external stakeholders, and obtaining all the necessary project approvals from PJM and The State Corporation Commission.
  • Perform sensitivity analysis to evaluate future data center growth, future generation requirements, and future integration of distributed energy resources
  • Manage the ratings for all 500kV transmission facilities in LOAD Facility Ratings Management System
  • Assist in the development, maintenance, and enhancement of computer based tools for the Electric Transmission Planning Team
  • Carry out data mining and data analytics on historical data to validate power system models and load forecasts
  • Perform other duties as requested or assigned
Required Knowledge, Skills, Abilities & Experience
  • Minimum 5 years relevant engineering experience working in the Electric Utility Industry, preferably in Transmission System Operations, Substation Engineering, System Protection, Distribution Planning, or Transmission Planning.
  • A current valid United States Professional Engineer (“PE”) license is preferred but not required
  • In-depth knowledge of power system analysis software packages such as PSS\e, PSS MUST, PSS MOD, Power Gem’s TARA software, Aspen One-Liner, Transmission Operations Energy Management System (EMS), etc., is preferred
  • Demonstrated experience in power system modeling (i.e. short circuit, power flow, EMS)
  • Experience writing scripts, macros, or code to develop tools to automate work processes is preferred
  • Firm understanding of AC/DC fundamentals, including an understanding of three-phase power systems
  • In-depth knowledge and understanding of substation components and their functions
  • In-depth understanding of the protection principles and practices for transmission lines, distribution feeders, and major substation equipment
  • Working knowledge of Dominion’s substation and transmission line one-line diagrams, and relay functional drawings
  • Ability to work proficiently with Microsoft Office applications, OSIsoft PI software, and Facilities Management (FM) Applications
  • Full knowledge of engineering theories and principles.
  • Skilled in use of advanced techniques and modification and extension of theories, precepts and practices of the field and related sciences and disciplines.
  • Strong leadership skills with proven ability to serve as team project lead.
  • Provide guidance to less experienced engineers.
  • Strong oral and written communication skills (includes technical writing).
  • Strong personal computer skills.
  • Ability to think analytically and solve complex problems.
  • Ability to interpret codes, regulations and practices.In depth knowledge of various computer applications, with the ability to manipulate personal computer applications and perform engineering calculations using applicable software programs (e.g. Matlab, Excel, etc.)
  • Equally effective working independently or in team environment.
  • Proven decision making skills.
  • Ability to process information quickly and effectively manage multiple tasks.
  • Strong planning, organizational and project management skills.
  • REQUIRED ENGINEERING CRITERIA:For placement of a candidate in the Engineer job series, the following criteria must be met:Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, orPossess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, orPossess a 4-year engineering degree from a non-ABET accredited program and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, orPossess a 4-year degree in Physics, Chemistry or Math and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, orHolds or has previously held a valid U.S. Professional Engineer license.
