Electric Transmission Communications Consultant

Job Summary

The Electric Transmission Communications Consultant will communicate the need and benefit of large electric infrastructure projects to internal and external stakeholders. The successful individual will serve as content expert and partner with numerous internal departments such as media relations and external affairs to present a united vision and strategy for Dominion Energy. Additional responsibilities include:

  • Serve as the company spokesperson on assigned electric transmission projects for communications with government officials, media, and business and community leaders.
  • Assist in the preparation of media releases and standby statements for electric transmission projects.
  • Craft electronic and paper customer communications to keep customers and other stakeholders fully informed on project status and new activities.
  • Update web content on electric transmission projects, with timely posting of project updates, pertinent project information, permitting or construction updates, appropriate photo simulations, etc.
  • Utilize marketing skills to communicate to, promote and influence stakeholders regarding electric transmission projects.
  • Serve as a department spokesperson on technical issues regarding new transmission lines with local, state and federal government, media, civic and community groups.
  • Participate in public workshops and deliver informational sessions concerning proposed projects.
  • Facilitate discussions with community advisory groups to assess requested adjustments to the project scope and to determine if requests can be incorporated into the project plan.
  • Host open house events for landowners and other interested parties and stakeholders to attend to learn more about a proposed electric transmission project, to receive information, and to share concerns.
  • Evaluate, propose, and develop strategic solutions and improved approaches for conveying information and carrying out a thorough and high quality communications process
  • Provide testimony to public utility commissions relating to new transmission lines.
  • Communicate long term transmission plan with affected cities and counties.
  • Develop and maintain strategic internal and external business partnerships, assisting the corporation in managing external/community issues, growing our footprint and helping to bring electric transmission projects through the approval process and to completion on time and under budget.
  • Initiate the gathering of competitive intelligence relevant to formulation of communication strategy for electric transmission initiatives.
  • Work with executives, high level internal teams, legal staff, and external consultants to develop effective communications and outreach strategies on the most complex and challenging projects.
  • Help with the assessment of potential business opportunities within electric transmission related to new technologies or improved products, processes or practices, and develop communications strategies to support the proposed business strategy.
  • Assist with the development and implementation of legislative action and develop communications strategies supporting the company's policy strategies to enhance the company's ability to propose and complete electric transmission projects.
  • Represent Electric Transmission to related industry trade groups, on governmental committees and other associations.
  • Research, analyze and monitor financial, technological and demographic factors so that market opportunities may be maximized.
  • Collect pricing and market data, analyze trends and identify impact within market area.

Required Knowledge, Skills, Abilities & Experience

Minimum: 7-8 years of directly related experience with a Bachelor's degree. A Master's degree may count towards 1 additional year of experience. 

  • Expertise at development and implementation of strategic plans for effective communications with communities, key account customers, influential stakeholder groups, and political officials
  • Fully adept at speaking persuasively, negotiating and developing rapport
  • Strong ability to define problems,collect data and draw conclusions
  • Demonstrated expertise at preparing effective presentations and written documents
  • Proven ability to plan and organize work schedule independently
  • Proven leadership skills to lead teams and direct professional contractor resources


The company is actively seeking United States military veterans and service members who meet the qualifications outlined below.

  • Military service members and veterans with ranks from E5-E9, W1-CW5, or O3-O6, plus appropriate equivalent combination of education and years of experience as outlined above.

Education Requirements

Education Level: Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor. Disciplines Preferred: Business, Marketing, Mass Communications, Public Policy and Admin.
