Job Summary
As part of Dominion Energy Virginia’s Electric Transmission (DEV ET) organization, this role serves as a Consulting Engineer and subject matter expert for Gas Insulated Switchgear (GIS) within the ET Operations Engineering Support team. This role will be responsible for major equipment engineering, procurement and construction (EPC), lifecycle management, and operational field engineering support involving GIS. This engineer will act as the lifecycle owner for GIS assets, supporting them from concept through end-of-life.
Key Responsibilities:
• Serve as a primary technical liaison between Operations Engineering, Project Management, Construction, Supply Chain, Physical and Conceptual Design, Standards, System Protection, Distribution, suppliers, EPC contractors, and other internal stakeholders to align all parties around technical expectations, resolve conflicts, and push projects forward as design, procurement, construction, or operational questions arise.
• Support Project Management with schedule alignment, change-order review, drawing coordination, constructibility discussions, and issue resolution to ensure technical decisions are evaluated early to avoid rework, reduce field delays, and maintain accountability between engineering, supplier, and construction organizations.
• Perform all bidding related activities for capital projects for high and medium voltage GIS projects from setting specifications necessary for a project, initiating Requests for Proposal, bid package review, post award discussions with recipients and companies not awarded the bids.
• Support the standardization of EPC projects involving specialized substation and GIS systems to ensure consistent design, constructability, maintainability, and long-term reliability.
• Work with Project Management, ET Planning, and the System Operations Center (SOC) on project workflow based on system reliability needs and develop long-term contracts with vendors in coordination with Supply Chain when needed.
• Serve as the main point of contact for the vendor for GIS projects. This includes performing Factory Acceptance Testing, Site Acceptance Testing, vendor factory audits, warranty management, and resolving issues with the vendor.
• Evaluate prospective GIS suppliers and manufacturing facilities to determine whether their products, quality systems, production capabilities, testing processes, and long-term support structure meet DEV's expectations. This includes reviewing technical designs, auditing factory practices, assessing supplier responsiveness, and identifying risks before equipment is approved for purchase.
• Support the identification, evaluation, and implementation of innovative technologies to address GIS challenges, improve performance, reduce risk, and enhance operational flexibility.
• Develop, maintain, and continuously improve engineering standards for medium and high voltage GIS equipment, including metal-clad equipment and related components.
• Provide strategic leadership, roadmap development, and governance for GIS programs, including alignment with procurement, and long-term transmission expansion strategies.
• Establish and govern fleet-wide performance management programs, including asset health monitoring, condition assessment, failure analysis, reliability metrics, and continuous improvement initiatives in support of asset management for GIS.
• Serve as an SME at county open houses for projects.
• Represent DEV on GIS topics in external technical and industry forums such as IEEE, EPRI, CIGRE, NATF, EUCI, etc.
Required Knowledge, Skills, Abilities & Experience
- 10+ years of relevant engineering experience
- Experience with physical or conceptual design on GIS equipment is a plus.
- Thorough knowledge of transmission and substation equipment, design concepts, and industry standards, with preferred knowledge in GIS.
- Strong knowledge of engineering theories, principles, standards, codes, concepts, and their application to problem solving.
- Excellent oral and written communication skills, including technical writing and public speaking.
- Ability to think analytically and solve complex problems.
- Ability to interpret codes, regulations, and practices.
- Supplier relations management experience.
- Strong personal computer skills.
- In-depth knowledge of various computer applications, with the ability to manipulate personal computer applications and perform engineering calculations using applicable software programs (e.g., Excel).
- Equally effective working independently or in a team environment.
- Ability to process information quickly and effectively manage multiple tasks.
- Strong planning, organizational, and project management skills.
- Demonstrated leadership skills and general knowledge of managerial and supervisory concepts.
Education Requirements
Education Level:
- Bachelor's in engineering field required, Electrical Engineering preferred
- An Engineering PhD can be substituted for up to 5 years' experience based on research engineering work on directly related projects approved by executive leadership; a Master's of Science can substitute for 1 year of experience.
For placement of a candidate in a Consulting Engineer title, the following criteria must be met:
- Possess a 4-year Engineering degree from an ABET accredited Engineering program based on the year that the Engineering program was accredited by ABET, or
- Possess a 4-year Engineering degree from an institution outside of the U.S. which is accredited through the country's own Engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or
- Possess a 4-year degree in Engineering (non-ABET accredited), Physics, Chemistry, Math or Engineering Technology and a post-graduate Engineering degree from an institution where the undergraduate degree in the same Engineering discipline is ABET-accredited based on the year the Engineering program was accredited by ABET, or
- Holds or has previously held a valid U.S. Professional Engineer license.
