Consulting Engineer-Nuclear Strategic Projects

Job Summary

Dominion Energy’s fleet of nuclear power stations has the possibility of operating beyond eighty years total.  To achieve such a goal, the company must fully satisfy the complex Subsequent Licensing Renewal (SLR) requirements established by the Nuclear Regulatory Commission (NRC).  To ensure Dominion Energy meets all requirements, the Nuclear Strategic Projects Team is actively seeking to hire a Consulting Engineer who will help lead related activities.

The Consulting Engineer will be primarily focused on activities aligned with SLR License Amendment Requests (LAR).  This work will embrace the administration of LARs as well as their implementation after NRC approval.

Further, the Consulting Engineer will serve as the primary point of contact with both Dominion Energy’s Nuclear’s engineering team and the external engineering firms that are contracted to support LAR development.  Both teams perform a variety of required analysis and program development, and the Consulting Engineer will ensure this essential work is appropriately performed.

The Consulting Engineer will also:

• Provide multi-discipline engineering teams with strong technical and project leadership within a discipline, engineering section or for major engineering projects.
• Apply advanced knowledge and technical skills to solve complex engineering problems, or to plan and coordinate larger scale engineering projects or varied assignments requiring diverse knowledge of engineering principles and practices.
• Provide expert technical consultation and assessment on engineering problems and projects to engineering personnel
• Serve as a management consultant on complex engineering problems and issues
• Control technical, financial and service commitments to internal or external customers
• Perform independent research to find innovative and cost effective engineering solutions to operational problems.

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and experience that are required for entry into this job include the following:

• 10+ years of engineering experience in the nuclear power industry
• An Engineering PhD can be substituted for up to 5 years' experience based on research engineering work on directly related projects approved by executive leadership;
• In-depth knowledge of engineering theories, principles and practices to a broad variety of assignments and related field;
• Knowledge of business/financial and contractual matters;
• Recognized expert by other engineers and management;
• Provides expert technical consultation to other engineers and management;
• Skilled in the use of advanced engineering techniques;
• Strong planning and project management skills;
• Strong technical and organizational leadership skills;
• Strong oral and written communication skills (includes technical writing);
• In depth knowledge of various computer applications, with the ability to manipulate personal computer applications and perform engineering calculations using applicable software programs (e.g. Matlab, Excel, etc.);
• Proven decision-making skills;
• Ability to think analytically and solve complex problems;
• Ability to interpret codes, regulations and practices;
• Ability to process information quickly and effectively manage multiple tasks;
• Equally effective working independently or in team environment

Preferred Candidates will also possess:

• Working knowledge of NEI 17-01,  Industry Guideline for Implementing the Requirements of 10 CFR Part 54 for Subsequent License Renewal
• Working knowledge of NUREG-2191, Vol. 1 & Vol. 2, Rev. 1, Generic Aging Lessons Learned for Subsequent License Renewal (GALL-SLR) Report
• Working knowledge of NUREG-2192, Rev. 1, Standard Review Plan for Review of Subsequent License Renewal Applications for Nuclear Power Plants
• Working knowledge of NUREG-2221, Supplement 1, Technical Bases for Changes in the Subsequent License Renewal Guidance Documents NUREG–2191 and NUREG–2192
• Working knowledge of NRC Regulatory Guide 1.188, Rev. 2, Standard Format and Content for Applications to Renew Nuclear Power Plant Operating Licenses
• General familiarity with NRC Regulatory Guide 4.2, Supplement 1, Preparation of Environmental Reports for Nuclear Power Plant License Renewal Applications
• General familiarity with the ongoing rulemaking process pertaining to 10 CFR 54 and 10 CFR 51
• DQR-DES-ENG-AA-24 Engineering Technical Evaluations
• DQR-DES-ENG-AA-16 50.59 Evaluations (not required)
• General familiarity with revised NUREGs re: Generic Environmental Impact Statement for License Renewal of Nuclear Plants

Bachelor in Engineering

REQUIRED ENGINEERING CRITERIA:

For placement of a candidate in a Consulting Engineer title, the following criteria must be met:

• Possess a 4-year Engineering degree from an ABET accredited Engineering program based on the year that the Engineering program was accredited by ABET, or
• Possess a 4-year Engineering degree from an institution outside of the U.S. which is accredited through the country's own Engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or
• Possess a 4-year degree in Engineering (non-ABET accredited), Physics, Chemistry, Math or Engineering Technology and a post-graduate Engineering degree from an institution where the undergraduate degree in the same Engineering discipline is ABET-accredited based on the year the Engineering program was accredited by ABET, or
• Holds or has previously held a valid U.S. Professional Engineer license.
