Department
The newly formed Demand Side Operations Department in Electric Transmission seeks a self-motivated and forward-thinking candidate to provide full business process and analysis support for various Demand Side Operations programs, with the initial emphasis on the Data Center Load Curtailment Program. The Data Center Load Curtailment Program is an Electric Transmission reliability-based program being built from the ground up that will implement a means of adding and curtailing data center load within the constrained area in the Dominion Energy transmission system. It is unlike any demand management program that exists within the utility industry. Under the direction of the Demand Side Operations leadership, this candidate should have the ability to exercise independence to research, assess, perform analyses, create new processes, improve existing processes, collaborate with other departments, such as Legal, Key Accounts, Rates, Operations and Planning, and provide excellent customer interaction and service. This is an excellent and exciting opportunity for an individual with a strong work ethic, who excels at starting a project from the ground level and working to contribute to its success to full maturity.
Job Summary
- Responsible for leading multiple analysis projects needed to make recommendations for new and existing programs, processes, and standards/specifications to create more efficient and economical operations for Strategic Initiatives, Demand Side Operations, and Dominion Energy. This includes, but is not limited to scoping, prioritizing evaluating, and ensuring objectives are met to promote reliability, availability, and safety for the organizations. Develop business cases to support recommendations. Oversee associated change management by monitoring the progress associated with the implementation of recommended changes. Bring projects to closure while meeting customer expectations and agreeing on and/or executing handoff for implementation.
- Identify and document the major business processes associated with the business unit, utilize process modeling tools and process improvement methodologies, conduct benchmarking and best practice analysis of the business unit's processes against both industry and non-industry processes.
- Provide analytical, statistical, and coordination support for the evaluation, analysis, and due diligence activities. Perform analyses of complex issues and assist in recommendations on certain opportunities.
- Leverage customer insights, data and trends as needed to incorporate into recommendations for new/existing processes, programs and/or services.
- Provides support for the creation of policies/procedure documentation of programs and corresponding training needs.
- Represents Demand Side Operations as a point of contact and develops and maintains strategic relationships with external account customers while providing excellent interaction and service. Determines need for legal review and advice on certain issues.
- Develop and maintain a successful contract management program that tracks and profiles all agreements in association with Demand Side operations and implement best practices, analyzes historical contract outcomes to identity areas for improvement and changes in contract protocols and practices. This should include but not be limited to the development of contract guidelines, procedures, standards, protocol and tracking mechanism for Demand Side Operations agreements.
- Responsible for coordinating and participating in the development, amending, negotiation, implementation, administration and enforcement of agreements, contracts and terms and conditions for various external customers participating in or subscribing to Demand Side Operations Programs. Independently work and communicate with customers to ensure understanding and compliance to their contractual obligations.
- Monitor regulatory changes for applicability to and compliance for existing or planned Demand Side Operations programs. Work with the Rates and Regulatory Department(s) to understand policies, procedures, agreements and filed terms and conditions that apply to Demand Side Operations and to initiate and work to complete new filings for Demand Side needs.
- Work closely with key stakeholders for customer contracts and rates including Legal, Key Accounts, etc., to ensure that the expected outcome and earned values are recognized and achieved during the life cycle of a contract.

Required Knowledge, Skills, Abilities & Experience
The knowledge, skills, abilities and experience required for entry into this job include the following:
- Business Process Analyst - 2-3+ years of relevant exempt experience in a directly related field.
- Senior Business Process Analyst - 5+ years of previous experience with fully executing projects.
- A master’s degree counts as one year of experience.
- Excellent planning, organizational, and project management skills with the ability to effectively lead and facilitate multiple project teams simultaneously.
- Ability to independently resolve complex problems in a timely manner.
- Proficient in application of business process improvement methodology, benchmarking, and change management.
- Excellent verbal and oral communication skills, including presentations.
- Excellent interpersonal skills.
- Self-motivated and jump started; able to work independently or collaboratively; Effectively utilizes the proper resources to develop solutions and devise new approaches to problems encountered in work assignments.
- Strong customer service orientation.
- Strong computer skills; Proficiency using Power BI, Alteryx, Power Apps, Power Automate, preferred and a strong plus.
- Full knowledge and application of contracts and customer agreements, including but not limited to development, negotiations, management, and terminology.
- In-depth knowledge and application of regulatory methods, requirements, and procedures.
- In-depth knowledge of company policies, procedures and terms and conditions regarding electric service facilities and charges.
- Basic knowledge and application of accounting, finance, and rate-making principles.
- Strong negotiation skills.
- Able to independently or with assistance interpret and apply complex policies and procedures.
- Possess strong analytical and statistical, creative, and abstract thinking, problem assessment and solving, and project leadership abilities.
- Experience in state and/or federal regulatory and rate setting process, or equivalent experience, a plus.
- Demonstrated knowledge of financial concepts, GAAP practices, a plus.
- Strong skills in the use of Microsoft suite applications including Excel.
- Ability to evaluate and recommend courses of action, in response to inquiries.
- Ability to work under established policies and procedures to meet set schedules and system or program requirements.
- Continues to develop the knowledge, skills, and abilities to reach a higher level of proficiency and work complexity.
- Ability to explain results of analysis and/or research.
- Demonstrated ability to coordinate processes involving other departments, and to ensure compliance with regulatory filing requirements.
- Identifies and eliminates unnecessary work and non-value-added activities.
