Job Summary
This position will support the Pipeline Compliance Department and is the second level within the Engineer – Pipeline Compliance job family. Distinguished from the Engineer I – Pipeline Compliance by the increased complexity in application of engineering skills. The incumbent will be expected to exercise independence in evaluating, selecting and applying standard or well-defined engineering techniques, procedures and criteria. Uses independent judgment in prioritizing and making moderately complex adaptations and modifications. Assignments have clear and specified objectives and require investigation of a limited number of variables.
The position will be located in either Cayce, SC or Gastonia, NC (Charlotte area). This position will support compliance activities in both NC and SC.
Additional responsibilities may include:
- Performs and/or reviews engineering calculations, analysis, research, and design.
- Provides cost analysis as needed and develops recommendation based on calculations (e.g. cost for equipment upgrade) for management review.
- Provide technical solutions for complex, regulatory compliance questions and issues pertaining to State and Federal pipeline regulations.
- Serve as the primary Pipeline Compliance representative and liaison with local government and regulatory personnel and develops effective relationships with the personnel.
- Coordinate State and Federal pipeline safety audits, including reviewing and presenting records to auditors, and manages follow-up on any regulatory deficiencies.
- Develop and review compliance, integrity management, construction, O&M, and standard operating procedures (SOP) plans, standards, and procedures.
- Partner with the Business Unit construction and operations management to ensure regulatory compliance and to increase operational efficiency and minimize safety risk to employees and the communities we operate in.
- Provide notifications, and draft and submit reports for PHMSA and state reportable events.
- Provide support for the online manuals system and the Management of Change (MOC) program and application.
- Perform root cause analysis (RCA) of pipeline events and prepare lessons learned reports.
- Assist in compiling annual PHMSA and GHG reports.
- Participate in the Dominion Pipeline Compliance committee.
- Support and participate in the Dominion Pipeline Safety Management Steering Team.
- Perform analysis of pipeline safety regulations and their impact on the business units.

Required Knowledge, Skills, Abilities & Experience
Minimum Qualifications (Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications):
- Bachelor’s Degree in an Engineering discipline and 3+ years relevant engineering experience.
- Relevant Engineering Experience includes: Engineering, Pipeline / Regulatory Compliance, Integrity Management, Quality Management, Gas Pipeline Operations/Design/Construction, Industrial/Systems Engineering.
Additional Knowledge, Skills, and Abilities:
- Skills: Skilled in use of advanced techniques and modification and extension of theories, precepts and practices of the field and related sciences and disciplines. Strong leadership skills with proven ability to serve as team project lead. Strong oral and written communication skills (includes technical writing). Strong personal computer skills. Proven decision-making skills. Strong planning, organizational and project management skills.
- Abilities: Think analytically and solve complex problems. Interpret codes, regulations, and practices. In depth knowledge of various computer applications, with the ability to manipulate personal computer applications and perform engineering calculations using applicable software programs (e.g. Matlab, Excel). Equally effective working independently or in a team environment. Ability to process information quickly and effectively manage multiple tasks.
- Knowledge and application of engineering theories and principles, concepts, and fundamentals;
- Requires developmental experience in a professional engineering position;
- Competency in applying engineering principles, fundamental concepts, practices and procedures requiring some evaluation, originality and/or ingenuity to achieve project objectives;
- Understands and can apply knowledge of configuration management;
- Ability to perform engineering calculations using applicable software programs (e.g. Matlab, Excel, etc.);

Preferred Qualifications:
- Experience in natural gas distribution and/or transmission.
- Bachelor’s Degree and 5+ years directly related experience; and
- Experience with 3+ years of regulatory compliance at Federal, State, or local levels.

- Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or
- Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, or
- Possess a 4-year engineering degree from a non-ABET accredited program, Physics, Chemistry, Math or Engineering Technology and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET.
