Job Summary

 

The Fossil Hydro business group is seeking an Environmental Specialist. The position is assigned to the Fossil Hydro Environmental Compliance Department based at a Dominion Energy South Carolina, Inc., (DESC) office location in Cayce, SC. The position contributes to Clean Air Act program compliance efforts at the DESC Fossil Hydro business group division level to maintain and continually improve regulatory compliance processes.  Primary responsibilities for this position will include:

  • Applying Clean Air Act principles, methods and techniques and associated procedures, review of laboratory analyses, and management of emissions data collection and monitoring data;
  • Maintaining up-to-date knowledge of clean air regulatory requirements and facility air permit conditions and perform research of the same;
  • Participating with internal stakeholders in the review and comment process for changes to regulations and permits and collaborate with operational staff to ensure the implementation and successful performance of regulatory deliverables;
  • Serving as a subject matter expert in the interpretation of Clean Air Act regulatory requirements;
  • Providing compliance monitoring and support to the generating facilities to promote and continually improve Fossil Hydro’s air compliance programs and processes;
  • Serving as a compliance subject matter expert for the requirements of Section 608 of the Clean Air Act (“Protection of Stratospheric Ozone”) for regulated stationary industrial process systems;
  • Supporting New Source Review (NSR) evaluations for capital and major maintenance projects;
  • Supporting various data analysis and reporting processes to include the Mercury & Air Toxics Standards (MATS) reporting requirements, quarterly Electronic Data Reports, and fulfill various routine Title V Air Operating Permit reporting requirements;
  • Performing annual Point Source Data Report/Emission Inventory reporting;
  • Serving as an Environmental Management System (EMS) Cross-functional Team (CFT) Member in support of a Fossil Hydro ISO 14001 third-party certified facilities and participate in Root Cause Analysis and “Lessons Learned” sessions;
  • Supporting contractor and training provider procurement;
  • Writing and updating site-specific source testing plans, dust control plans, and other air compliance-related procedures;
  • Supporting “Chemical Accident Prevention Provision” Risk Management Program and OSHA Process Safety Management covered processes to include coordination, deliverables tracking for facility Risk Management Programs (triennial compliance audits, Process Hazard Analysis revalidations, management-of-change, pre-startup safety reviews, and performing updates to facility Risk Management Plans); and
  • Serving on an on-call rotating schedule for 24x7 Clean Air Act compliance support to generating stations and Fossil Hydro Environmental Compliance’s on-call emergency responder staff.
Required Knowledge, Skills, Abilities & Experience

 

Must be proficient in the use of business computer applications to include Microsoft Office applications (Outlook, Excel, Word, PowerPoint, and SharePoint).  Applicants should possess:

 

  • Familiarity with, or be able to quickly learn the use of, CEMTEK KVB-Enertec’s NetDAHS Continuous Emissions Monitoring System (CEMS) Data Acquisition Handling Systems software;
  • Familiarity with, or be able to quickly learn the use of, the USEPA’s Emissions Collection and Monitoring Plan System (ECMPS) and Central Data Exchange (CDX) online applications;
  • Familiarity with, or be able to quickly learn the use of, IBM® Maximo asset performance management software for preventive maintenance and corrective work order needs as they relate to Clean Air Act regulated systems and deliverables
  • The ability to fulfill data analysis and trending requests which can occur with short or no notice;
  • The ability to successfully analyze and provide guidance in the practical application of regulations and technical procedures and the development of robust compliance programs to ensure compliance; and
  • Skill sets that are amenable to technical writing, working successfully with a team or alone, effective communication, critical thinking and reasoning, working in a fast-paced and dynamic operations environment, and being results-oriented.

 

Preferred experience entails having successfully performed within a professional role involving Clean Air Act (CAA) requirements and methods that required a practical understanding of power plant operations and the associated emissions control and measuring technologies.

Basic Qualifications
  • A minimum of two years of experience in a related field is required.
  • Must have a valid driver's license with good driving record.

 

Education Requirements

Bachelor's Degree from a recognized college or university in Environmental, Biology, Chemistry, or other science-related or business-related field.
