Job Summary

The DESC Power Generation business group is seeking an Air Emissions Monitoring Specialist II/Air Emissions Monitoring Specialist III.  The position reports to the Supervisor BU Environmental Compliance–Air.  The position contributes to Clean Air Act program compliance efforts at the DESC Electric Operations Environmental Compliance level to maintain and continually improve regulatory compliance processes, as well as contributes to conformance with Dominion Energy’s corporate policies and procedures.

  • Military service members and veterans with ranks from E3-E5, W1-W2, or O1-O3, plus appropriate equivalent combination of education and years of experience as outlined below.

Required Knowledge, Skills, Abilities & Experience

Air Emissions Monitoring Specialist II:

Coordinate and schedule stack emissions testing, reporting, and recordkeeping with contractors, DESC Power Generating facilities, the Economical Resource Commitment (ERC) group, and with South Carolina Department of Health and Environmental Control (DHEC)
Stack emission testing contractor coordination and oversight
Support DESC’s coal-fired boiler tune-up activities
Part 60 Calibration Gas Audits and Part 75 Linearity coordination and support
Performance of Continuous Emissions Monitoring System (CEMS) audits
Tracking and coordination of equipment calibrations for mercury sorbent trap system mass flow monitors, Part 75 Appendix D gas/fuel flow meters and Part 75 Appendix E requirements
Provides compliance monitoring and support to the generating facilities to promote and continually improve the compliance programs and processes

Air Emissions Monitoring ​​​​​​​Specialist III:  

All responsibilities listed under the Specialist II position in addition to:

Performs advanced data analysis and trending.  This position requires proficiency in the use of MS Excel and MS Word software as well as CEMS Data Acquisition and Handling Software 
Supports reporting processes to include quarterly Electronic Data Reports (EDRs), Mercury and Air Toxics Standards (MATS) reports, and Title V quarterly and semiannual reports
Technical writing in support of contractor procurement, site-specific test plans, emission monitoring plans, dust control plans, and other air compliance related procedures
Analysis and interpretation of existing and new regulations and Title V permit conditions
Serves as a project coordinator for major system repairs, upgrades, and installation projects


Proficiency in the use of business computer applications to include Microsoft Office applications (Outlook, Word, Excel, PowerPoint, SharePoint) and Continuous Emissions Monitoring System Data Acquisition Handling Systems (CEMS NetDAHS)
Must possess strong data analysis, regulatory analysis, communication skills, and problem solving skills
Ability to perform effectively as a team contributor and as an individual contributor

Education Requirements

Air Emissions Monitoring Specialist II:

  • A high school diploma with 7-8 years of related experience; Associate Degree with 5-6 years of related experience; or Bachelor Degree with 3-4 years of related experience 
    • Degree preferably in chemistry, environmental science, or engineering 


Air Emissions Monitoring Specialist III:

  • High School diploma with 9+ years of related experience; Associate Degree with 7+ years of related experience; Bachelor Degree with 5+ years of related experience 
    • Degree preferably in chemistry, environmental science, or engineering  


Preferred experience includes:

  • Industry experience in power plant operations and associated emissions control and measuring technologies for fossil fuel-fired power generation facilities is desired.  Experience with Cemtek KVB-Enertec CEMS Data Acquisition and Handling Software (DAHS) is a plus.

Other Working Conditions

  • Incumbent may be required on occasion to go on plant site, to observe/participate in emission testing conducted from exhaust stack platforms at heights of up to 350 feet.
  • Requires overtime, will be subject to callouts, and can entail evening, weekend, and holiday work.
