Supervisor-Gas Contractor Oversight

Job Summary

This role is responsible for supervising direct reports on contractor oversight, project paperwork,

billing and scheduling for Construction, Operations and Special Projects. Serve as a subject matter expert for the construction management team in the area of pipeline construction, field response and safety for the successful management of third-party construction resources. Supervisor shall assist in the development of contract specifications, negotiation, and coordination of bid construction contracts, and has direct input in contractor selection. Monitors contractor performance, material acquisition and coordination of construction activities. Provide evaluation on contractor performance as compared to requirements and performs cost analysis of resources.


Work location for this role is Clarksburg City Plant. (Clarksburg, WV).  The company is actively seeking United States military veterans and service members who meet the qualifications outlined below.

Required Knowledge, Skills, Abilities & Experience

Required Skills:

  • Bachelor’s Degree and 5+ years directly related experience or
  • Associates Degree and 7+ years of directly related experience or
  • Military Service Members/Veterans: Must have military rank of E-5 or higher and 7+ years of directly related experience or
  • High school diploma and 9+ years of directly related experience.
  • Directly Related Experience includes: Field Operations, construction inspection/management, damage prevention, utility construction/design experience, or quality control experience.

Additional Knowledge, Skills and Abilities:

Skills:  Excellent verbal, written and interpersonal communication, problem-solving, time management, strong computer skills.
Abilities:  Ability to be called upon in the absence of the manager to provide leadership to the respective supervisor/partner team ensuring the safety and productivity of the employees and the contractors; Teaming; motivate employees; schedule and prioritize work; read and understand technical specifications; work independently, evaluate problems and make sound decisions; analytical and conceptual thinking; adapt to changing conditions and demands.
Physical attributes to perform essential function of the job: walking, climbing, stooping, bending and prolonged standing.
Must have valid driver's license and be able to drive.
Review and monitors contractor workload as compared to available resources.

Maintain schedule and reports to management on project status.
Support internal and external entities working on non-routine projects to assist in site selection, design, scheduling, material specifications and contractor requirements.
Work with project managers to align design and construction teams on requirements of local municipalities and state governing agencies.
Coordinate and communicate with employees involved in major construction and maintenance projects.
Act as incident commander for the organization of contractor resources for logistical support during emergency construction activities.
Ensure compliance with federal, state and local laws and interface with appropriate agencies. Ensures proper work methods are applied and safety precautions are followed.
Work as team member for process improvement initiatives (e.g. material usage, equipment selection, bid package structuring, etc.).
Represent local management for SOP review, material standards committees, pipeline construction standards reviews, pre-bid and pre-construction meetings with internal and
external parties and during discussions with local operations departments on future project scheduling.

Education Requirements
Education Level: Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor
